Wisconsin slips five notches in energy efficiency ranking

Wisconsin's move to roll back funding increases for programs that help homeowners and businesses save on energy bills was criticized in a report Thursday by a national energy efficiency advocacy group.

The American Council for an Energy-Efficient Economy released a scorecard rating states' efforts in the area of energy efficiency.

Wisconsin was in the top 10 several years ago but ranks 16th in this year's scorecard. Massachusetts was the top state overall, and Michigan and Illinois were cited as among the most improved states.

"Clearly, 2011 has not been kind to our economy, but energy efficiency remains a growth sector that attracts investment and creates jobs," said Michael Sciortino, ACEEE senior policy analyst and the report's lead author.

"With even higher energy savings possible, we expect leading states to continue pushing the envelope next year and inspire those at the bottom of the rankings to embrace energy efficiency as a core strategy to gain a competitive advantage by generating cost-savings, promoting technological innovation, and stimulating growth," he said.

Wisconsin has lost some ground while other states have made significant pushes to set up initiatives that provide incentives to consumers and businesses to conduct energy-saving retrofits. Improvements by Michigan and Illinois pushed those states to rankings just behind Wisconsin.

The report saluted efforts in Arkansas, Rhode Island and Arizona, which "worked with utilities and adopted significant energy efficiency regulations," the report says.

"Despite significant progress, some states have slowed or stepped backward in the race to save energy. New Jersey and Wisconsin have both diminished investments in utility-sector energy efficiency and Arizona is considering a law that will reduce transportation efficiency in the state."

Funding Hiatus Darkens Outlook for In-State Renewables

For the first time in its 11-year history, Focus on Energy is no longer accepting applications from Wisconsin businesses and nonprofit entities seeking to install renewable energy systems. This new policy took effect July 1.

According to Focus on Energy officials, this suspension of financial incentives is necessary to balance demand for renewable energy systems with available funds. In 2009, Focus on Energy allocated approximately $10 million to support customer-sited renewable energy systems. More than half of that allocation went to businesses, farmers, local governments, schools, and nonprofit organizations throughout the state.

“We recognize that Focus on Energy officials have a responsibility to ensure that outflows don’t exceed revenues. However, this suspension could not have occurred at a worse time for Wisconsin’s renewable energy contractors,” said Michael Vickerman, executive director of RENEW Wisconsin.

“Unfortunately, this move coincides with Milwaukee-based We Energies’ decision to walk away from an agreement with RENEW Wisconsin to commit $60 million over a 10-year period to develop renewable energy within its territory,” Vickerman said. ‘We Energies disclosed its unilateral action in May, barely more than halfway into honoring its commitment.”

“Given the adverse environment for renewable energy right now in Wisconsin, we hope that the interruption amounts to nothing more than a brief timeout,” said Vickerman.

“Unless funding is restored quickly, 2012 will turn out to be a very lean year for contractors and installers,” Vickerman warned.

As of this moment, the renewable energy marketplace is bristling with new installations. Installations to be completed this summer with incentives from Focus on Energy include:
• Two small wind turbines serving a Monroe County cranberry grower;
• A solar hot water system serving a new apartment building next to the Hilldale shopping complex in Madison;
• Side-by-side solar hot water and electric installations atop a new classroom building at the UW-Oshkosh;
• An engine generator fed with biogas derived from the City of Appleton’s wastewater treatment plant.

However, without a fresh supply of Focus-funded projects, Wisconsin’s renewable energy development pipeline will slow to a trickle, forcing contractors and installers to either seek work in other states or lay off employees.

Wisconsin has more than 2,500 customer-sited renewable energy installations, the vast majority of which received either financial incentives or facilitation services from Focus on Energy. In total, these installations have a generating capacity of about 20 megawatts.

Focus on Energy, a statewide program that promotes energy efficiency, is in the midst of big changes: new management by an out-of-state corporation, suspension of a popular rebate program, and sharp funding cuts in the pending state budget.

Nearly 20 people already have lost their jobs, mostly in Madison, as a result of the management change.

Meanwhile, dozens of small Wisconsin businesses that specialize in setting up solar panels and wind turbines fear for their futures because of the slashed allocation and rebate removal.

“It’s a lot of economic activity and jobs in Wisconsin. It’s a lot of energy efficiency, as well,” said Keith Reopelle, policy director for Clean Wisconsin.

Focus on Energy was created in 2001 to provide education, resources and cash incentives to Wisconsin residents and businesses to increase the use of energy-efficient products and systems, from furnaces to solar panels to vending machines.

In the past 10 years, more than 91,000 businesses and more than 1.7 million residents used the program and saved $2.20 for every dollar spent, according to Focus data. . . .

Since taking over Focus on Energy on May 9, one of Shaw’s first decisions, with PSC support, was to suspend payments to businesses that install renewable-energy systems, as of June 30.

Contractors like Seventh Generation Energy Systems were stunned.“It’s pretty devastating,” said James Yockey, chief executive officer. “It probably took out six to 10 projects that we were looking to close ... for work in the fall and the coming spring.”

Several of the projects were wind turbines for farmers. “I think the incentives are decisive in people saying yes,” Yockey said . . . .

Program supporters have appealed to Gov. Scott Walker to veto the Focus budget cut, including a letter signed by 124 Wisconsin businesses. As of Friday, there was no word on his response. Walker is scheduled to sign the budget today.

“Cutting Focus on Energy will result in higher electricity bills and fewer jobs,” Randy Johnson, president of U.S. Lamp, a Green Bay energy-efficient lighting design company, said in the letter.

Seventh Generation’s Yockey said he hopes to avoid laying off any of his 16 employees by aiming his business at other states, and that could mean moving the company. “We prefer to be located in Madison but the bottom line is: we’ll see where the business takes us,” he said.

Thousands of future jobs are at stake if Gov. Scott Walker doesn't veto a provision in the state budget that limits funding for the Focus on Energy program, local business leaders said Wednesday.

"I see it being a real detriment to our business and our customers going forward if we don't have these funding increases," said Jeff Klonowski, regional manager of Kaukauna-based Energy Federation Inc., which supplies lighting fixtures, foam and weather-stripping materials to area contractors.

But supporters of the provision object to the amount of the funding increase, not the program.

"The Focus on Energy program certainly had a lot of benefits, but the huge increase in assessments that were put in place at the end of last year, we think, were too much, too soon," said Scott Manley, director of environmental and energy policy for Wisconsin Manufacturers and Commerce, the state's largest business lobby.

Walker received a letter Wednesday signed by more than 120 businesses asking that he veto that provision in the state budget bill. His office responded with a one-line statement: "We'll evaluate that provision and make any veto-related announcements once the decisions have been finalized."

The program
The statewide Focus on Energy program is funded by tax assessments on utility bills and provides grants to help homeowners and businesses pay for energy-efficient upgrades. It also helps pay for consultants to advise property owners on which type of upgrades would be practical and cost-effective. Each year, utility companies contribute 1.2 percent of revenue — about $100 million total — to the program.

The state Public Service Commission proposed in December raising the utility bill assessments from $94 million in 2010 to $256 million by 2014.

The proposal calls for utilities to increase their contributions to $120 million this year. That amount is fixed even if Walker does not veto the provision. However, assessments would drop to around $100 million in 2012, instead of the initial proposed increase of $160 million for that year.

Stanley Minnick runs a one-man consulting company in Madison called Third Power Energy Solutions.

Minnick founded the company earlier this year with the primary aim of helping businesses, non-profits and residents save money on their energy bills.

But just as Minnick is getting his business up and running, the state has cut funding for Focus on Energy, which provides grants to help pay for conservation efforts like solar power installations or high-efficiency lighting.

"The timing on all of this is just awful," says Minnick. "We're supposed to be growing the state economy and help new business get going. It just doesn't make any sense."

The new state budget cuts funding for the state Focus on Energy from $120 million to less than $100 million annually. It also rolls back annual increases approved in December 2010 by former Gov. Jim Doyle's Public Service Commission that would have upped funding to $256 million by 2014.

The monies come from a 1.2 percent tax on electric utility sales -- an arrangement the investor-owned utilties have begrudingly accepted though hardly embraced.

Minnick says those grants, which go to utility customers who make energy improvements, have provided stability to the conservation industry and helped businesses make investments they might not have pursued otherwise.

The cuts were approved last month by the Joint Finance Committee and included in the budget signed by Gov. Scott Walker last week.

"It's unfortunate this ended up mixed into the budget because I don't think a lot of Legislators had time to really look at it," says Keith Reopelle, senior policy director at Clean Wisconsin.

Clean energy advocates note that Wisconsin sends $17 billion of state annually to purchase coal, oil and natural gas. They say that every $1 invested in Focus on Energy reduces energy bills for consumers by at least $2.50. They also credit the program with creating 24,000 jobs in the state.

Cuts to key environmental programs continue in Wisconsin, with a sharp reduction in future funding for Focus on Energy, a statewide energy efficiency effort.

On a party-line vote Tuesday, the Legislature's Joint Finance Committee rolled back the budget for Focus on Energy to less than $100 million annually. The monies come from a tax on electric utility revenues and are distributed to businesses and individuals for energy savings projects.

The Focus on Energy program has been administered over the past years by the Wisconsin Energy Conservation Corp., a Madison-based non-profit. But the contract was awarded earlier this year to the Shaw Group, a Baton Rouge, La., firm with offices in Milwaukee.

The Public Service Commission in November 2010 had proposed new energy savings goals for Focus on Energy by hiking the utility assessment. Those budgets were then approved by the Democratic majority in Joint Finance and would have upped money in the program from $120 million in 2011 to $256 million by 2014.

But with the committee action, funding for Focus on Energy will remain flat for the foreseeable future.

Co-chairman Rep. Robin Vos, R-Rochester, led opposition to the increase, calling it a redistribution of utility ratepayer dollars.

Launched in 2001, Focus on Energy has helped residents and businesses save nearly $2 billion on their energy bills, supporters of the program say.

UW-Madison conservation goals heeded and exceeded

We Conserve, an environmental stewardship program at the University of Wisconsin-Madison, pledged in 2006 to reduce campus energy use and environmental footprint by 20 percent by 2010. Program director Faramarz Vakili announced this week that the program exceeded this goal, achieving a 25 percent annual energy reduction relative to 2006 levels.

When the program launched in April 2006, the resolution was met with skepticism, Vakili says. After all, the university had just completed a five-year, $29 million investment to install numerous energy-saving measures to improve the efficiency of lights, motors, and other "low-hanging fruit."

We Conserve tackled larger projects, including updates in heating and cooling systems — by far the single largest energy consumer on campus — and lighting upgrades in buildings and parking ramps. Many of the gains were achieved through major retro-commissioning of older buildings including Engineering Hall, Chamberlin Hall and the Chemistry Building.

The reductions and savings achieved by We Conserve include:

•energy use: 1.2 trillion BTUs annually
•carbon dioxide emissions: 125,000 metric tons annually
•water use: 178,000,000 gallons annually
•diesel fuel: 10,000 gallons annually
•utility costs: $13 million annually

UW-Madison earns an "A" for sustainability efforts

The University of Wisconsin-Madison has received the highest possible grade, an A, in a national college sustainability ranking released today.

The grade makes UW-Madison one of just seven schools, out of 322 campuses surveyed across the United States and Canada, to receive top marks on the College Sustainability Report Card 2011, an independent ranking prepared by the Sustainable Endowments Institute.

UW-Madison was also named an Overall College Sustainability Leader for its high score.

The seven “A”s awarded this year are the first granted by the program since it began its rankings in 2006. In addition to UW-Madison, the other top-ranking schools are Brown University, Dickinson College, the University of Minnesota, Oberlin College, Pomona College, and Yale University.

“We have been working hard to make our campus more sustainable and we are very pleased with this reflection of our efforts,” says Faramarz Vakili, the UW-Madison director of sustainability operations. “But we are not going to rest until we know we are doing everything we can as a university to be a great steward of the environment and to make sustainability a state of mind and philosophy of operation in all aspects of the University’s research, education, operations, and community lifestyle.”

Schools were graded on 52 sustainability indicators across nine equally weighted categories: administration, climate change and energy, food and recycling, green building, transportation, student involvement, endowment transparency, investment priorities, and shareholder engagement. Teaching, research, and other academic activities were not included in this analysis.

UW-Madison earned “A”s in eight of the nine categories and a “B” in food and recycling. The report card specifically highlights the new campus-wide Sustainability Initiative, a 24 percent reduction in greenhouse gas emissions since 2006, sustainability efforts of numerous campus units, and the accomplishments of the We Conserve initiative.

MGE doesn't recommend radiant barrier insulation for cold climates

Every fall, MGE hears from customers who received a free dinner invitation in the mail to "learn how to drastically reduce your electric and gas bills, with Space Age Technology developed and used by NASA." The product being promoted is radiant barrier insulation, a shiny foil material. The performance and long-term cost-effectiveness of the product depends on what part of the country the home is located in and the amount of existing insulation currently in the home.

MGE doesn't recommend radiant barriers for houses in our cold climate. Why not? The Department of Energy (DOE) and the Florida Solar Energy Center both say that radiant barriers are generally not recommended for houses in a cold climate. In fact, the DOE's "Cool Roof Calculator" says that in Madison, you'd always save more money by adding attic insulation than by installing a radiant barrier in the attic.

Not only that, but customer's tell us that these "free dinner" companies often charge thousands of dollars to install radiant barriers.

Boost the bottom line while strategically managing energy use

Madison, Wis. (October 6, 2010)—In honor of Energy Awareness Month this October, businesses around the country are taking steps to reduce energy use by making cost-effective building improvements and getting staff involved to find smart solutions.

With cold weather on its way now is a great time for organizations to make sure they are well positioned to keep energy costs in check and save money this season, and year round. In fact, Focus on Energy, Wisconsin's statewide program for energy efficiency and renewable energy, has already helped Wisconsin businesses save more than $212 million in annual energy costs since 2001.

If organizations are unsure how to get started, Focus offers these free and low-cost best practices to help businesses get ahead this season.

1. Start an energy management team. One cost-effective way to keep tabs on energy costs is to establish an energy team within the organization. Visit focusonenergy.com/energyteam for a free toolkit to help create a team and start implementing high-ROI, low-risk projects.
2. Install (and use!) a programmable thermostat. Businesses can save 1 percent on heating costs for each degree they lower the thermostat. Instead of adjusting the thermostat manually, make sure to install a system that will automatically manage the building’s temperature. Already have a system in place? Program it to achieve maximum savings, and don’t forget to adjust it with the shift from Daylight Saving Time, if necessary.
3. Weatherization can yield big savings. Weather-strip and caulk cracks in walls, jams, and floors. Check for worn-out weather-stripping and replace it.
4. Measure the facility for proper attic insulation. Consider upgrading with spray-foam or batt insulation. Additional insulation can be blown into walls, and there are options for insulating flat roofs, crawl spaces, and floors.
5. Maintain heating, ventilation, and air-conditioning equipment regularly. Facilities can reduce the energy use of heating and cooling systems by up to 6 percent simply by having them serviced regularly and changing air filters monthly. Don’t forget to keep the space around the system clean and clear to prevent debris from being pulled into the burners and filters.
6. Purchase energy-efficient equipment and lighting. When it comes time to replace equipment, look for the ENERGY STAR® label—an assurance of quality and energy efficiency. For lighting, install compact fluorescent bulbs for task lighting and high-performance T8 or pulse-start metal-halide systems for larger or high-bay applications. Lighting-control systems such as occupancy sensors and daylight sensors can help save even more.

About 100 people gathered in downtown Madison in early July to take part in “Hands Across the Sands,” an internationally organized protest against continued oil drilling in and along the world’s coastal waters. Against the backdrop of the weed-choked waters of Lake Monona, they joined hands for 15 minutes to express their fervent desire to see a cleaner, less destructive energy future emerge from the liquid melanoma spreading across the Gulf of Mexico.

No doubt the protestors would like to do more, much more, than simply engage in ritualized protest in front of a few camera crews. But we live in a society that is organized around the expectation of a limitless supply of nonrenewable hydrocarbons feeding concentrated energy into our economic bloodstream. Most of us have not bothered to comprehend the yawning gulf that lies between our best intentions and our abject dependence on the wealth-producing properties of petroleum. Nor how this addiction fills us with delusions of godlike mastery over our environment while blinding us to the reality that we humans have grossly overshot our planet’s carrying capacity.

For those who read and still remember the science fiction classic Dune, the “spice” on Arrakis remains the quintessential literary analogy to the reality of Earth’s oil. Like our oil, the spice held a special place in that world as the ultimate prize worth waging wars and plundering hostile environments for. . . .

Need I mention that once you begin to appreciate the finitude of the Earth’s endowment of petroleum, there’s nothing to stop you from taking immediate steps to curb your personal consumption of this irreplaceable fuel. Whatever you do to lessen your dependence on petroleum will turn out to be a much more satisfying and meaningful response to our energy predicament than any canned protest promoted through Facebook.

As for myself, I made two resolutions since the Macondo well erupted. The first is to go through this summer without activating the household air-conditioner. So far, so good, I can report. (Luckily, we were spared the triple-digit temperature swelterfest that gripped the East Coast last week). It wasn’t that long ago that life without air-conditioning was the norm rather than the exception. If we all resolved not to turn on air-conditioners, we could force the retirement of two to three coal-fired plants in this state.

The other change was to ratchet up my reliance on my bicycle and make it the default vehicle for all my local travels, irrespective of weather conditions. I have been a fair-weather bicycle commuter for many years, but after watching everyone on TV blame someone else for the catastrophe, I felt the need to push myself a little harder. My objective here is to regard my car as a luxury that one day I might do without.

Though the extra perspiration and the occasional dodging of raindrops may take some getting used to, you are going to sleep better at night. Trust me on this.

From a news release issued by Governor Jim Doyle on the success of the ten communities in Energy Independent (EI) Pilot -- Brown County; Chequamegon Bay (including the cities of Ashland, Bayfield and Washburn, the towns of Bayfield and La Pointe, the counties of Ashland and Bayfield, the Red Cliff tribe and the Bay Area Regional Transit authority); Columbus; Evansville; Fairfield; Marshfield; Oconomowoc; Osceola, including the school district; Platteville and Lancaster; Spring Green, including the school district:

MADISON – Governor Jim Doyle today announced ten Energy Independent (EI) Pilot Communities are well on their way toward achieving “25 x 25” – getting 25 percent of their electricity and 25 percent of their transportation fuels from renewable sources by 2025.

“Through the EI Pilot program communities have found ways to reduce their overall 2025 fossil fuel-based energy consumption by 30 percent,” said Governor Doyle. “This is significant considering we spend $16 billion on fossil fuel energy every year in Wisconsin, and all those dollars go outside of our state. We are finding ways to reduce our dependence
and generate jobs in Wisconsin.”

Two independent reports released by the Office of Energy Independence revealed how the ten EI Pilot Communities were able to accomplish 98 percent of their collective 25 x 25 goal.

The communities reduced their overall 2025 fossil fuel-based energy consumption by 30 percent and reduced their 2025 carbon dioxide emissions by 40 percent.

The information gathered by the EI Pilot Communities will assist Wisconsin local units of government including the 140 EI Communities to decide which strategies will work best with their unique assets and capitalize on the diversity of their resources.

The reports were conducted by two non-partisan research and policy organizations: the Local Government Institute and the Energy Center of Wisconsin.

New industry-recognized research shows the package will directly create at least 15,000 green jobs in Wisconsin by 2025.

“Addressing climate change is not just an environmental issue, it’s about creating green jobs,” Governor Doyle said.

“The Clean Energy Jobs Act offers new standards to help accelerate Wisconsin’s green economy. I am calling on the Legislature to update renewable portfolio standards to generate 25 percent of our fuel from renewable sources by 2025 and set a realistic goal of a 2 percent annual reduction in energy consumption by 2015.”

The Clean Energy Jobs Act, State Senate Bill 450 and State Assembly Bill 649, implements the recommendations of Governor Doyle’s Global Warming Task Force to address climate change and grow the state’s green economy through several key measures:
• Enhanced renewable portfolio standards – A new 20 percent standard would be set for 2020 and a 25 percent standard would be set for 2025. The current 10 percent standard would be accelerated from 2015 to 2013. By advancing our current renewable portfolio standards, and setting new standards, we will ensure more of our energy dollars stay in the state, creating thousands of jobs for Wisconsin families in fields like construction, manufacturing, and agriculture.
• Enhanced energy efficiency and conservation efforts – Graduated statewide electricity savings goals would be set, leading up to a 2 percent reduction by 2015 and annual reductions thereafter. The cheapest way to lower carbon emissions is through energy conservation. By setting achievable conservation goals, this bill will help reduce energy costs in businesses and homes across the state.

A comprehensive economic assessment of the Clean Energy Jobs Act found that the package would directly create at least 15,000 green jobs in Wisconsin by 2025. More than 1,800 jobs would be created in the first year alone. The assessment also found that between 800 and 1,800 construction jobs would be created each year from 2011-2025, and more than 2,000 manufacturing jobs would be created once the laws are fully implemented.

Wisconsin's existing 10% Renewable Energy Standard has driven significant investment in rural, forestry and agriculture markets by encouraging the construction of large wind, biogas, biomass and solar projects. Increasing the Renewable Energy Standard to 25% in 2025 would continue to generate more of the lucrative payments to landowners and biofuel / biomass providers as well as create more jobs constructing and maintaining the additional projects are built to meet the new standards.

The bills also include three of the proposals backed by the Homegrown Renewable Energy Campaign:

• Renewable Energy Buyback Rates, also called an Advanced Renewable Tariffs, would set utility payments for small renewable energy producers who want to "feed energy" into the electric grid, enabling farmers and rural businesses to help Wisconsin become more energy independent with biopower, wind and solar.
• The Biomass Crop Reserve Program would award contracts to farmers to plant native perennial plants, which the farmer can then sell for bioenergy production, helping to solve the chicken-and-egg problem of jumpstarting the homegrown fuels market.
• A Low-Carbon Fuel Standard would be a market-based approach to promoting the cleanest, low-carbon fuels for Wisconsin, and would put Wisconsin in a position to capture the rapidly-developing clean energy market by using Wisconsin's abundant natural resources like switchgrass.

Stoughton homeowners begin net zero energy pursuit

STOUGHTON, WIS., August 12 - Homeowners John and Rebecca Scheller are constructing one of the region's first net zero energy homes (NZEH) in the WPPI Energy member service territory of Stoughton Utilities. Together with Stoughton Utilities and WPPI Energy, John and Rebecca Scheller celebrated the kickoff of their environmentally responsible building project Wednesday, August 12.

A NZEH is one that produces at least as much energy as it consumes. Through WPPI Energy's GreenMax Home initiative, the Schellers' NZEH will combine renewable energy technologies with advanced energy-efficient construction, generating more power than it uses for a net zero impact on the nation's energy supply. The Schellers' home will raise awareness of the NZEH concept while demonstrating practical ways to save energy and use renewable resources at home.

"We are excited to support the Schellers as they begin the pursuit of net zero energy use and demonstrate their commitment to environmental
stewardship," said Senior Vice President of Customer Services and Administration Tom Paque. "With their GreenMax Home, the Schellers will showcase how normal construction practices, lifestyle and behavior changes, and an eye for details can enhance the efficiency of any
home."

Paque presented the Schellers with initial GreenMax Home funding in the amount of $18,000. WPPI Energy will provide a total of $42,000 in GreenMax Home funding for the Schellers' project. An additional $18,000 payment will be awarded once construction of the home is complete, and a final $6,000 will be awarded after the Schellers have demonstrated net zero energy use for one year.

Although unique in its goal of net zero energy use, the home's construction methods are similar to most average homes today. Attention to basic details, such as insulation and air sealing, will help make the home far more efficient. The Schellers will work with Shaw Building & Design, Inc. and WPPI Energy to construct their NZEH, advancing the home's status from highly efficient to net zero.

Key design features of the home include:

- All electric home
- Two ground source heat pumps that will extract heat from the ground and provide heating, cooling and hot water
- Two pole-mounted 2.88 kilowatt arrays of solar photovoltaic panels
- Simple New England Saltbox design making the house easy to insulate and seal
- Structural plumbing with advanced designs and controls to reduce hot water waste and energy use
- Building shell improvements, including ENERGY STAR windows, special attention to air sealing, and increased insulation levels.

Madison architects advance to nationals in Green Building contest

When the U.S. Green Building Council (USGBC), a national non-profit organization dedicated to sustainable building design and construction, hosts the finals of its annual Natural Talent Design Competition at the Greenbuild Conference in Phoenix in November, future leaders in the green building movement from around the country will be on hand to present their innovative, integrated design ideas implementing learned principles of sustainability and social consciousness.

Among them will be Madison-based Flad Architects. Flad recently took first place at the local level of the Natural Design Competition, hosted in Milwaukee by the Wisconsin Green Building Alliance and Walnut Way Conservation Corp., a resident-led, community development organization serving the neighborhood bound by North Avenue, 12th Street, Fond du Lac Avenue, Walnut Street and 20th Street.

Flad's five team members -- Cody Axness, Leigh Streit, Chitani Ndisale, Jeremy Braunschweig and Jon Rynish -- set out to create design solutions for the North Avenue corridor within the Walnut Way neighborhood according to LEED Green Building Rating System guidelines.

Each team was asked to consider an integrated design approach and address pedestrian safety, stormwater management and sustainable building practices on a 3.8-acre site that would include the following:

•Rehab of a three-story warehouse (36,000 square feet)
•Grocery store / co-op space (20,000-30,000 square feet)
•Restaurant (5,000 square feet)
•Educational and community gather space (24,000 square feet)
•Mixed use / residential space (30,000-40,0000 square feet)
•Community garden / open space (15,000-25,000 square feet)
•Pocket park / neighborhood playground (25,000-35,000 square feet)

Flad's design conquered the development in many facets, but primarily focused on "passive comfort," says Axness, Flad's landscape designer, who has degrees in both environmental design and landscape architecture. Passive comfort, he says, means using strategies that don't require energy to create comfortable interior environments, such as constructing buildings in ways that optimize solar gains in winter and natural ventilation in summer.

Flad tackled the ongoing city-wide issue of stormwater runoff by including cycling bio-filtration swales, constructed wetlands, rain gardens and green roofs.

"Our design approaches the issue of excess runoff as an opportunity to lessen the need for potable city water for non-potable purposes like irrigation and flushing toilets," Axness says.
