Federal Energy Stimulus Project to Save Taxpayers
Thousands in Energy Costs

Starting in early 2011, hot water that comes out of faucets, showers, or clothes washers in the Dane County Public Safety Building (PSB) will be heated by the sun. That’s because Dane County has been awarded a federal energy stimulus grant for installation of a new solar-powered hot water system that will save taxpayers thousands of dollars in energy costs.

The Public Safety Building includes the Dane County Sheriff’s Office, the Dane County Department of Emergency Management, and the Dane County Jail where hundreds of inmates take showers and have laundry done daily.
Instead of just using costly natural gas to heat water, the new system will use heat generated by a series of 16 solar panels on the roof of the PSB to heat hundreds of gallons of water for use in the building. Once the water is heated, it will be stored in insulated tanks in the basement and ready for use. Those tanks will hold 620 gallons of hot water.

“By harnessing the power of the sun, we’re going to save taxpayers thousands in energy costs,” County Executive Kathleen Falk said. “This federally-funded project has the added benefit of putting paychecks in the back-pockets of local workers from a local company.”

In addition to the $150,000 in energy cost savings over the life of the system, the county will also receive a one-time $25,000 rebate from Focus on Energy for installing the new system. . . .

Carrotmob ‘green buycott’ at Ian’s Pizza increases business

What did carrots, a solar powered water heater and lots of Ian's pizza have in common Thursday night? The mission student group Carrotmob has to make Madison "green."

Carrotmob, which aims to raise awareness about environmental issues, teamed up with Ian's Pizza on State Street on their latest quest to help local businesses go green. The objective for the event was to raise money so Ian's could buy a solar-powered water heater.

The group held a "buycott," instead of a "boycott," in which the group promoted business for Ian's by attracting students to the restaurant, hosting a disc jockey, dancing and a carrot mascot.

"Right now we're running an electric [water heater], which is really inefficient," Ian's manager Jack Thurnblad said. "The electricity we'd be replacing with it can power a normal family home for seven months."

With 50 percent the proceeds from every slice going toward the fund for the solar-powered water heater, Hayley Blum and Claire Howick, co-managers of Carrotmob, hope to make a dip into the fund for the $13,000 purchase. Compared to a normal Thursday night, profits were already up 45 percent by 9:30 p.m.

Willy St. Coop offsets natural gas with third-party-owned solar hot water system

The Williamson Street Grocery Cooperative located at 1221 Williamson Street in Madison, Wisconsin is now offsetting its natural gas use (and eliminating approximately 5 tons of CO2 from the atmosphere) via a solar hot water system installed by Resource Solar and financed under a solar thermal power purchase agreement (Thermal-PPA).

Billing commenced [June 10, 2010] and will continue monthly (at a fixed rate) for 6 years. The Co-op will buy the system at the end of the 6-year period for less than a third of what a new system would cost, yet have 80% of system life left.

You might not think of Wisconsin as the "Sun Belt."

But solar installations are now found on about 500 Wisconsin private homes, with far larger commercial operations going up on apartment buildings, big box stores and factory roofs.

To that end, Wisconsin is once again part of the National Solar Tour on Saturday, Oct. 2.

The event gives visitors a chance to tour innovative green homes and buildings to see how solar energy, energy efficiency and other sustainable technologies can reduce monthly utility bills and help tackle climate change.

More than 160,000 participants will visit some 5,500 buildings in 3,200 communities across the U.S. Dozens of homes and businesses in the Madison area are participating.

The solar array installed on Patty Prime’s home on Madison’s East Side cost $44,000 and has a 5.8-kilowatt capacity. A typical system for a Madison home costs $15,000 and has a capacity of one or two kilowatts, said the city’s solar consultant Larry Walker. Prime’s system started working around Jan. 1 and recently began generating more energy than she uses. She said her MG&E bills, which last year cost her up to $300 a month, came bearing credits of $46 in March and $96 in April. “We’re still a month away from the solstice,” she said.

The $44,000 solar panel array on Patty Prime’s roof started turning sunbeams into voltage Jan. 1, and within weeks it set her electric meter spinning backwards.

“It reduced our bills right away,” said Prime, who lives on Sidney Street in the Tenney-Lapham neighborhood on Madison’s East Side. “The last two months we’ve had a credit. So they are paying us.”

But Prime is one of fewer than a dozen homeowners who have installed systems with the help of a city consultant who has evaluated nearly 200 properties since 2008.

So solar advocates are looking at new strategies, including working through the city’s network of neighborhood associations to lower costs and provide technical assistance, said city Facilities and Sustainability Manager Jeanne Hoffman.

By August, a website will go live allowing residents to view aerial images of their homes to see how trees and other factors affect their suitability for solar power. “You’ll be able to draw onto that a solar array and be able see how much energy that solar array will draw,” Hoffman said.

The city will redouble efforts at persuading businesses to install solar arrays.

And several groups are examining the recent successes in Portland, Ore., which worked through neighborhood associations and is seeing solar installed in hundreds of homes, Hoffman said.

“We’re really looking for neighborhoods who can partner with the city,” Hoffman said.

Bulk buying can lower the average price of $8,500 per home after state and federal financial incentives, said Larry Walker, the city’s solar consultant.

It’s not clear what sorts of mechanisms will be funded, but professional assistance in designing rooftop solar arrays and negotiating with vendors will be important, Hoffman said.

In some cases, technical assistants could help create systems in which solar panels are placed both on homes and public property, with the electrical output shared by a group of homeowners, including those whose homes have little exposure to the sun, she said.

“We have a tough time in Madison sometimes because we have these really beautiful tree-lined neighborhoods, and it’s brutal for solar power,” Walker said.

Case Builds for the Clean Energy Jobs Act Bills

After holding five public hearings on the Clean Energy Jobs Act (CEJA) legislation, the committees’ co-chairs signaled their plan to hammer out a set of substitute proposals in meetings among themselves.

While waiting for the expected substitute amendment sometime in late March, proponents continue to build the public case for passage in this legislative session.

The refashioned bill will likely retain the core provisions in the original, specifically:
+ 25% renewable energy standard(RES) by 2025;
+ 10% in-state renewable energy set-aside, also by 2025; and
+ Energy efficiency goals to begin reduction of consumption in 2011.

The original legislation (AB 649/SB 450) also contained a requirement that the Public Service Commission (PSC) increase buyback rates for small renewable systems. This controversial section is likely to be reworked substantially in the substitute amendment.

Since the introduction of the bills in early January, many affected interests have bombarded the print and electronic media with news releases, advertisements, economic analyses, news conferences, commentaries, and photo opportunities in hopes of influencing the Legislature before the session ends.

Just to list a few examples from the proponents:
+ RENEW Wisconsin released a study in February showing that increased renewable energy buyback rates, by themselves, would have a minimal impact on base residential electricity rates;

Dane County gets $2.2 million for "Green Energy Dane Plan"

Dane County Executive Kathleen Falk announced today that the U.S. Department of Energy (DOE) has approved over $2.2 million in economic stimulus funds for county energy efficiency and renewable energy projects that will save taxpayer dollars, create green jobs and reduce greenhouse gas emissions. The county submitted its "Green Energy Dane Plan" to DOE last fall and just received notification the plan has been approved.

"Dane County has been a leader in implementing energy efficiency, renewable energy and green government programs," said County Executive Falk. "These economic recovery funds allows us to go a step further and make a major investment in energy solutions that will strengthen our economy by saving taxpayer dollars, creating local jobs and reducing greenhouse gas emissions."

The federal dollars will fund a number of projects to make more than 50-year old county buildings much more energy efficient and less costly to operate. That includes installing solar panels on the roof of the City-County building to help provide hot water. Energy-saving lighting and modern heating and cooling systems will also be purchased and the building’s vintage 1956 hot water system will be replaced with energy-efficient tanks. Solar panels will also be installed at various county facilities and Dane County will sell that solar-generated electricity back to local utilities. . . .

Included in the "Green Energy Dane Plan" is nearly $350,000 to conduct a feasibility study to explore the economic, job creation, and renewable energy potential of building a food waste digester plant. Waste food that now goes into the garbage or down kitchen disposals could one day generate up to $4-million in locally-produced green energy. Dane County is reviewing proposals from firms interested in doing the feasibility study and developing an initial site design. A company will be selected later this spring to perform the study.

Doyle launches Clean Energy Jobs initiative

MADISON – Governor Jim Doyle today was joined by business leaders, labor, legislators and environmental organizations as he launched the Clean Energy Jobs Act, a landmark legislative package to accelerate the state’s green economy and create jobs. New industry-recognized research shows the package will directly create at least 15,000 green jobs in Wisconsin by 2025.

“Addressing climate change is not just an environmental issue, it’s about creating green jobs,” Governor Doyle said.

“The Clean Energy Jobs Act offers new standards to help accelerate Wisconsin’s green economy. I am calling on the Legislature to update renewable portfolio standards to generate 25 percent of our fuel from renewable sources by 2025 and set a realistic goal of a 2 percent annual reduction in energy consumption by 2015.”

The Clean Energy Jobs Act, State Senate Bill 450 and State Assembly Bill 649, implements the recommendations of Governor Doyle’s Global Warming Task Force to address climate change and grow the state’s green economy through several key measures:
• Enhanced renewable portfolio standards – A new 20 percent standard would be set for 2020 and a 25 percent standard would be set for 2025. The current 10 percent standard would be accelerated from 2015 to 2013. By advancing our current renewable portfolio standards, and setting new standards, we will ensure more of our energy dollars stay in the state, creating thousands of jobs for Wisconsin families in fields like construction, manufacturing, and agriculture.
• Enhanced energy efficiency and conservation efforts – Graduated statewide electricity savings goals would be set, leading up to a 2 percent reduction by 2015 and annual reductions thereafter. The cheapest way to lower carbon emissions is through energy conservation. By setting achievable conservation goals, this bill will help reduce energy costs in businesses and homes across the state.

A comprehensive economic assessment of the Clean Energy Jobs Act found that the package would directly create at least 15,000 green jobs in Wisconsin by 2025. More than 1,800 jobs would be created in the first year alone. The assessment also found that between 800 and 1,800 construction jobs would be created each year from 2011-2025, and more than 2,000 manufacturing jobs would be created once the laws are fully implemented.

Michael Vickerman, RENEW Wisconsin’s executive director said:

Wisconsin's existing 10% Renewable Energy Standard has driven significant investment in rural, forestry and agriculture markets by encouraging the construction of large wind, biogas, biomass and solar projects. Increasing the Renewable Energy Standard to 25% in 2025 would continue to generate more of the lucrative payments to landowners and biofuel / biomass providers as well as create more jobs constructing and maintaining the additional projects are built to meet the new standards.

The bills also include three of the proposals backed by the Homegrown Renewable Energy Campaign:

• Renewable Energy Buyback Rates, also called an Advanced Renewable Tariffs, would set utility payments for small renewable energy producers who want to "feed energy" into the electric grid, enabling farmers and rural businesses to help Wisconsin become more energy independent with biopower, wind and solar.
• The Biomass Crop Reserve Program would award contracts to farmers to plant native perennial plants, which the farmer can then sell for bioenergy production, helping to solve the chicken-and-egg problem of jumpstarting the homegrown fuels market.
• A Low-Carbon Fuel Standard would be a market-based approach to promoting the cleanest, low-carbon fuels for Wisconsin, and would put Wisconsin in a position to capture the rapidly-developing clean energy market by using Wisconsin's abundant natural resources like switchgrass.

On October 8, 2009, the Department of Energy announced $10M through the American Recovery and Reinvestment Act for 40 new Solar America Cities Special Projects in 16 cities. This funding will enable the cities to increase solar energy use in their communities through innovative programs and policies that can then be replicated across the nation. . . .

The City will develop a financing strategy that allows residents and businesses to take an ownership share in solar projects located on City property, enabling a greater portion of the community to invest in local solar energy generation.

It’s not just the campers and sunbathers soaking in the rays at Verona’s Goodman Aquatic Center anymore.

Joining them are 45 new solar panels installed this summer to heat the 5,500-square-foot pool.

The $80,000 project, funded in part with a $7,500 grant from the state’s renewable energy initiative, Focus on Energy, will eventually pay for itself.

Heaters at the pool are constantly running and are kept particularly high on cloudy days and at night. As a result the pool has spent an average of $18,000 on propane each summer since it opened in 2002.

"These are special," says Jamie Gepner, management and marketing director for the Goodman Jewish Community Campus, which owns the pool. "We’re not the first to do it, but we’re one of the first pools open to the public in (the) Madison (area) and even in Wisconsin to do this."

No Fear Dentistry taps sun for hot water and electricity

Madison No Fear Dentistry, a newly constructed dental office, [hosted] an open house on June 5, 2009 from 3 p.m. to 5 p.m. The event celebrates the facility’s grand opening as well as the completion of its new solar electric and solar hot water systems. The office is located at 344 S. Yellowstone Dr. in Madison, Wis.

The renewable energy systems were completed with technical assistance and more than $12,000 in financial incentives from Focus on Energy, Wisconsin’s energy efficiency and renewable energy initiative. Because of Focus’ assistance, Dr. David Ducommun, owner of Madison No Fear Dentistry, will be able to cut the facility’s natural gas and electricity consumption — shielding him from increases in energy costs and helping him gain energy independence.

“David is a great example of what other Wisconsin business owners can do to cut their energy costs, while helping the environment,” said Eric Callisto, Public Service Commission Chairperson. “His efforts can be emulated by so many, as Focus on Energy has a network of renewable energy experts and financial incentives readily available for thousands of eligible Wisconsin residents and businesses.”

H&H Solar Services, a Madison, Wis., based company, installed both the solar electric and solar hot water systems. The 5.4 kilowatt (kW) solar electric system consists of 30 panels on the roof of Madison No Fear Dentistry. The solar hot water system, which consists 78 square feet of collectors on the roof, is expected to offset 164 therms per year.

Biomass, wind, solar and the strategy to produce and maintain a sustainable homegrown energy plan will be the topics of the day on April 22 during the third annual Earth Day conference at Monona Terrace in Madison.

The conference is put together by the Nelson Institute for Environmental Studies at the University of Wisconsin-Madison and is co-sponsored by American Family Insurance, Madison Gas & Electric, Alliant Energy, the Wisconsin Energy Conservation Corp., the Natural Resources Conservation Service, and the British Consulate-General of Chicago.

Participants at the one-day conference will discuss emerging federal and state energy policies, opportunities for homegrown energy resources, how to create jobs, and how the state responded to previous energy challenges.

Guest speakers will include Eric Callisto, chair of the Wisconsin Public Service Commission; Charles Cicchetti, former PSC chair and co-founder of Pacific Economics Group; Donald Albinger, vice president for renewable energy at Johnson Controls; Faramarz Vakili-Zadeh, director of the We Conserve program at UW-Madison; and Alastair Totty, head of the national climate change team at the British Embassy in Washington, D.C.
