Dane County nursing home to hold show off solar energy at open house on Saturday

The new $22.6 million Badger Prairie Health Care Center is almost ready to open, and Dane County wants to show it off to the public before residents start moving in.

A community open house is set for 2-4 p.m. Saturday, giving Dane County residents a chance to tour the state-of-the-art facility, which will be home to up to 120 residents.

Badger Prairie is located on the east side of Verona, near the intersection of Business 18/151 and Maple Grove Road.

"Our brand new county nursing home offers our most vulnerable citizens the comforts of home and quality care in a warm atmosphere," said County Executive Kathleen Falk.

The facility features private bedrooms with private baths, all grouped into "households" of 8-11 residents, each household having a kitchen, living room, dining area and sunroom, with outdoor patio and flower garden.

Badger Prairie Health Care Center is the first nursing home in Wisconsin to incorporate major energy-saving features like geothermal energy for heating and cooling and solar-powered systems for hot water.

Badger Prairie is the oldest, continually operating health care facility in Dane County and likely the entire state of Wisconsin.

Ask me why I’m going to Germany.

Yes, it’s partly because I can celebrate the 20th anniversary of the Wisconsin/Hessen sister state relationship and the 20th anniversary of the fall of the Wall.

Yes, it’s partly because the delegation going with me includes the likes of Ambassadors Tom Loftus (Norway) and Rick Graber (Czech Republic), as well as Roberta Gassman, secretary of Wisconsin’s Department of Workforce Development, and other distinguished leaders from business, academia, and nonprofits.

But mainly it’s because Berlin, Frankfurt and Munich are rolling out a red carpet to showcase their bright green economic growth, which includes cutting-edge high-speed rail technology, advanced water systems, large-scale solar and biogas facilities, and new directions in environmental and economic cooperation.

I’m going on the March 21-29 trip because I want to help Wisconsin look beyond the traditional approaches and solutions to new strategies and policies that let us achieve the environment, quality of life and healthy business climate we deserve. I expect to capture, study, learn and bring back lessons on energy, transportation, manufacturing and higher education that are keys to the emerging green economy.

Where are we going? Here are a few stops:

•Cutting-edge high-speed rail stations, technology and systems: The largest employer in Germany and a major economic driver is the Deustche Bundesbahn (German National Railroad). Every 500 million euros invested in the network expansion creates approximately 12,500 jobs during the construction phase and roughly 2,500 to 3,400 jobs from related business and service providers. We will get behind-the-scenes tours of high-speed rail stations, construction, maintenance, control and virtual training centers.

• Clean-tech exchange program: We will study green building design and offshore wind generation that will provide up to 15 percent of German power by 2020.

• Reliable and environmentally friendly energy and water resources management: Wisconsin values balanced and diverse energy investments. So we’ll get to see examples of that with a large solar farm and a biogas facility that feeds refined biogas into the German natural gas grid. Another highlight will be a presentation on Bavaria’s water resources management, one of the most advanced water systems in the world.

• New directions in environmental governance: What sets Germany apart is its “can-do” attitude and demonstrated ability to bring all the players to the table. Germany’s National Association of Manufacturers and the Federal Environmental Ministry work together to address issues like climate change, set meaningful environmental goals, and provide flexibility and incentives for superior environmental performance. We know some of this because we borrowed similar ideas 10 years ago to help set up our bipartisan, groundbreaking Green Tier law, which was championed by Sen. Mark Miller and Sen. Neal Kedzie and signed by Gov. Jim Doyle.

Gleaming atop Madison's new Fire Station #12 sits its green crown jewel — a solar panel. Station #12 on the city's far west side is so green it was just awarded the U.S. Green Building Council's "Platinum" status. Mayor Dave Cieslewicz is shouting the news from the mountaintops. Here it is, a full flowering of his Natural Step program for a sustainable city.

But there it sits, in car-mandatory suburbia, surrounded by pavement and plentiful parking, walkable to nowhere. Walkscore.com rated the fire station's address a 2 (out of 100), dubbing it "auto-dependent."

Contrast this with Fire Station #3 on Williamson Street. It's walkable to everything, deemed a "walker's paradise" with a Walkscore of 97. It is nestled between neighborhood retail and residences. It sits on one of the liveliest blocks in town. Streams of pedestrians, bikes and buses flow by. And it has a solar panel.

But this 1950s-era building will never win a green architecture award. The U.S. Green Building Council and others are too focused on new buildings, paying little heed to issues of context.

And therein lies the problem with the approach taken by Mayor Dave. The Natural Step, his citywide strategy to save energy and reduce waste, is a thoroughgoing, top-to-bottom, cross-disciplinary, holistic, green paradigm. But Madison would achieve far more if it focused on preserving natural and food-providing areas, instead of paving them over.

In the case of Fire Station #12, the car-mandatory nature of the neighborhood completely negates the green gains achieved through architecture, and then some.

You won’t find a glossy folder in Sara Alvarado’s Near East Side real estate office, or a pen, pad, envelope or sheet of printer paper that isn’t made of recycled material.

Alvarado, who co-owns the seven-member company with her husband, Carlos, doesn’t even have a fax machine.

In an industry buried in contracts and fliers, the Alvarado Real Estate Group works as paper-free as possible, using E-Fax and a scanner to send and receive documents electronically, printing out pages only when and if they have to.

The office itself, a smallish space at less than 1,000 square feet on South Livingston Street, boasts other “green” or eco-friendly and sustainable features. Among other things, it has a low-flow toilet, an air-cleaning system, formaldehyde-free furniture, a used wooden conference table, a concrete floor finished with a non-toxic sealant, and a reception counter made of Dakota Burl, a composite material that looks like wood but consists of pressed sunflower seeds.

Clearly, no one can say that Sara Alvarado doesn’t practice what she preaches. For the past five years, she has focused much of her effort on advancing the cause of green building and remodeling, a practice that conserves energy and materials, encourages recycling and sustainability, and aims to cut costs while improving health and safety.

“I think people look for meaning and purpose in life and this is something we tapped into that just feels right,” Alvarado said. “It’s an opportunity to make a difference in the world on a global level.”

Madison's Ross Street House reaches platinum heights

This is the Ross Street House in Madison, Wisconsin. It's located just a mile from the University of Wisconsin campus and the first LEED Platinum home in the entire state! I first noticed the home in an article on Cadalyst, where author Kenneth Wong discussed the use of ArchiCad software to model the home and neighboring properties for context. Owner Carol Richard, partner in the Atlanta firm of Richard Wittschiebe Hand, also used modeling to optimize the amount of natural light brought into the home.

The front of the house faces south and was designed to capture as much winter sun as possible, while still providing shade in the summer. Fixed sun louvers allow the sun to enter the home and shade the same windows in the summer.

While the Ross Street House is about 2,700 square feet, about 1,700 of that is above grade. Richard used a dark color exterior to make the home appear smaller, and used lighter colors on the inside to make it feel more open.

According to Cadalyst, the Ross Street House is very energy efficient. A typical home of this size would spend about $135 to $405 per month on electricity and gas. Here, the Platinum home costs an average of $44.21 per month for electricity and gas.

It's also powered in part by rooftop photovoltaics. Richard designed the home to use very little water. On the outside, there's a 550-gallon rainwater collection tank, and on the inside, the home has low-flow faucets, showerheads, and dual-flush toilets. The plantings are drought-resistent and a portion of the hardscape is permeable. Learn more about the house on the owner's blog.

This march is necessary in order to push climate change to the forefront of our political goals. It is a chance to unite in a common message, while also educating and raising awareness of citizens around the state.

Business as usual is the most dangerous path that can be taken, yet politicians are continuing to hesitate about passing significant legislation.

We need to show the politicians that we are really concerned about the future if significant action is not taken. That's why you should show up on November 13th at Library Mall. COME MAKE HISTORY!

Madison architects advance to nationals in Green Building contest

When the U.S. Green Building Council (USGBC), a national non-profit organization dedicated to sustainable building design and construction, hosts the finals of its annual Natural Talent Design Competition at the Greenbuild Conference in Phoenix in November, future leaders in the green building movement from around the country will be on hand to present their innovative, integrated design ideas implementing learned principles of sustainability and social consciousness.

Among them will be Madison-based Flad Architects. Flad recently took first place at the local level of the Natural Design Competition, hosted in Milwaukee by the Wisconsin Green Building Alliance and Walnut Way Conservation Corp., a resident-led, community development organization serving the neighborhood bound by North Avenue, 12th Street, Fond du Lac Avenue, Walnut Street and 20th Street.

Flad's five team members -- Cody Axness, Leigh Streit, Chitani Ndisale, Jeremy Braunschweig and Jon Rynish -- set out to create design solutions for the North Avenue corridor within the Walnut Way neighborhood according to LEED Green Building Rating System guidelines.

Each team was asked to consider an integrated design approach and address pedestrian safety, stormwater management and sustainable building practices on a 3.8-acre site that would include the following:

•Rehab of a three-story warehouse (36,000 square feet)
•Grocery store / co-op space (20,000-30,000 square feet)
•Restaurant (5,000 square feet)
•Educational and community gather space (24,000 square feet)
•Mixed use / residential space (30,000-40,0000 square feet)
•Community garden / open space (15,000-25,000 square feet)
•Pocket park / neighborhood playground (25,000-35,000 square feet)

Flad's design conquered the development in many facets, but primarily focused on "passive comfort," says Axness, Flad's landscape designer, who has degrees in both environmental design and landscape architecture. Passive comfort, he says, means using strategies that don't require energy to create comfortable interior environments, such as constructing buildings in ways that optimize solar gains in winter and natural ventilation in summer.

Flad tackled the ongoing city-wide issue of stormwater runoff by including cycling bio-filtration swales, constructed wetlands, rain gardens and green roofs.

"Our design approaches the issue of excess runoff as an opportunity to lessen the need for potable city water for non-potable purposes like irrigation and flushing toilets," Axness says.

Northeast Neighborhoods plan "deeply disappointing"

The Northeast Neighborhoods Plan is a deeply disappointing exercise in sustainable and forward-looking urban design. All of the rhetorical flourishes and modest gestures toward sustainability cannot disguise the essence of the plan, which is to continue the fundamentally unsustainable practice of reserving relatively undeveloped and distant parcels of land for future highly urbanized development that may or may not ever materialize. There is no immediate reason to absorb this parcel of land into greater Madison. Between the deteriorating conditions in the local commercial and residential real estate marketplace and the current excess of vacant land already zoned for development, it is doubtful that development pressure will return to boom levels any time soon, if ever at all. And, from a sustainability perspective, that is not a bad thing, considering how much land was consumed and pavement was created during the housing boom that ended in 2007. It’s worth adding that no amount of “green” add-ons--bike paths, electric vehicle charging stations, district heating systems or rooftop solar systems--can offset the environmental degradation that will arise from transforming a relatively undeveloped area with few roads into a full-blown city neighborhood.

UW-Baraboo/Sauk Campus gets support for new green dorm

A commission lent its support Friday to a campus master plan expected to cost $30.25 million over the next decade.

University of Wisconsin-Baraboo/Sauk County officials hope to fund the first phase of the plan — a $15.5 million environmentally sound dorm and conference hall — through private donations and grants. But Sauk County and the City of Baraboo would be asked to share in the remaining costs, which include upgrades to facilities over the next 11 years.

The UW Campus Commission members present at Friday's meeting voted unanimously to support the plan, though the commission's president expressed caution in the face of today's slumping economy.

"I think you've got the support of the county and the city," said Phil Wedekind, campus commission president and city alderman. "But when they start hearing about the money, the support kind of dwindles a little bit."

The university will have to tap into the expertise of local marketing and environmental professionals to raise funds for the first phase, the Living and Learning Center, said Nicole Thompson, director of university relations. Fundraising efforts for the 96-bed green dorm and conference center will be aimed at a "target audience," she said.

That facility is slated to include state-of-the-art sustainable construction methods and will seek a green certification from a nonprofit group. The goal is to have zero annual net energy operations.

Dozens of Madison area homes and businesses will be open for public tours during the state-side solar tour, October 3-4.

The tour demonstrates that renewable energy is practical, reliable and a realistic choice for home and business owners. Tour sites are owned, lived in, and worked in by ordinary people. They are helping others open the door to renewable energy.

Although it is officially called the Wisconsin Solar Tour, sites include all sorts of renewable energy technologies and other innovative features. On the Wisconsin Solar Tour you can see:

Wind and solar (PV) electric systems
Solar thermal and solar water heating systems
Green building construction and passive solar design

Solar tops new Madison Olson Elementary School

The 88,000-square foot, $13 million school was completed earlier this week and has a geothermal heating/cooling system, day lighting windows and solar panel roofing. Olson is one of the first schools in the state to be constructed to strict environmental guidelines, also known as LEED-certified (Leadership in Energy and Environmental Design) specifications. The school was named for Paul J. Olson, a native of Mount Horeb and University of Wisconsin graduate who was a devoted conservationist and highly respected science teacher and 23-year principal at Midvale Elementary School.

It's those green aspects that many Olson parents and teachers find appealing, including Kimi Ishikawa, an English as a second language teacher in a fourth- and fifth-grade classroom.

Ishikawa taught at Chavez for five years and helped build a rain garden at the school. She said encouraging children to respect and take care of the environment is important for the faculty, which organized a green team over the summer. Several initiatives the team plans to incorporate are carpooling and developing a prairie.

"Environmental issues are really important to me," Ishikawa said. "I think it will be very exciting starting a new culture at a new school and building a new community, and hopefully, building it around some of those environmental mind-sets. I was involved in putting in a rain garden at Chavez and a bunch of us at Chavez took a prairie restoration class.

Madison still can’t bridge the gap between its green government and its goal of a green city.

And that may be because the city needs to more clearly define its goals, said Steve Hiniker, executive director of 1000 Friends of Wisconsin.

“If Madison can explain what it’s looking for in terms of development, I think we could be a national leader in green building,” he said.

City administrators spent four years putting together sustainable design committees. They implemented Leadership in Energy and Environmental Design standards for city-owned building and renovation jobs. They developed programs like Green Capital City, which focuses Madison efforts on environmental practices.

But the city still can’t decide exactly where it wants to go or how it wants to get there.

When recently discussing the Regent Street-South Campus Neighborhood Plan, the city’s Urban Design Commission turned a green eye to the private sector and the possibility of placing LEED standards on new buildings planned for the area.

“It’s a debate we need to have,” said Todd Barnett, an architect and member of the commission, “because I wonder where LEED will be in 10 years’ time. . . .”

Habitat ReStore is an environmentally conscious building material store open to the public that sells used and new building materials. Since opening in September 2001, Habitat ReStore has diverted close to 1,000 tons of building materials from the Dane County landfills annually. Building materials donated to Habitat ReStore are sold to the general public at greatly reduced prices making home improvements and remodeling more affordable. Habitat ReStore is a financial partner to Habitat for Humanity of Dane County whose mission is to build affordable housing in Dane County. Habitat ReStore is open to the public Wednesday through Saturday, 10 a.m. to 6 p.m.

Board considers environmentally friendly jail

The La Crosse County Board is looking into ways to make the new county jail expansion as environmentally friendly as possible.

On Monday, the board learned more about Wisconsin's Focus on Energy program, which could give La Crosse funding for the project if it uses energy efficiently.

Potter Lawson Architects lead the discussion, and told board members they could decide to use water more efficiently in the new jail, or to optimize its use of solar energy. These could eventually save the city 8 to 9 percent in operating costs.

The goal of the meeting was to learn about all of the different ways to use energy efficiently, and to start making goals for the jail project, which is still months away from construction.

Board members seemed optimistic about the possibilties.
