Retired SC minister petitions for solar power

COLUMBIA, S.C. Wiley Cooper says he was frustrated when an electric utility prevented his church from acquiring a money-saving solar power system last year.
Now, he’s leading a crusade to make sure that doesn’t happen again.

The retired Methodist minister recently launched a petition drive that he hopes will make installing solar panels cheaper and easier for South Carolina churches, homeowners and others. He intends to seek a change in state law when the Legislature returns in January.
“Powerful utilities want you to buy their electricity, not create your own,” Cooper’s petition says. “Let’s change that.”

Cooper already has picked up support. One Columbia legislator said the law needs changing and a fellow minister said it’s “immoral’’ to keep churches and charities from using solar power. Dozens of people have signed the petition since it started several weeks ago.

At issue is a state law that grants power companies exclusive rights to sell energy in their territories. Power companies say any firm wanting to sell solar energy, no matter how small, must be licensed as a utility – an expensive and involved process.

And that’s one reason solar companies that provide free or low-cost solar panels stay clear of South Carolina. These businesses often are paid back by selling power from the panels to the homeowners at a rate they can better afford.

Critics say South Carolina law is a significant barrier to those who want solar energy but can’t afford the upfront expense of buying panels. It can easily cost more than $20,000 to buy solar panels for a private home – more for churches and large buildings. These concerns are among broader questions about the state’s lack of commitment to solar power.

Without high up-front costs, solar panels can save people money on their monthly power bills by reducing the amount of energy needed from the electric company. Typically, folks who use solar panels also receive energy from power companies at night or during rainy periods.

The 69-year-old Cooper, a former S.C. United Way director, said it’s hard to understand why churches in other states can benefit from low-cost solar but the law restricts the practice in South Carolina.

“We need to remove as many barriers as we can,” Cooper said. “You can’t do in South Carolina what is now being done with solar energy in other states.” At least 22 states, mostly in the West and Northeast, allow solar companies to provide free solar panels to homeowners and sell the power directly to them, according to a federally supported database of renewable energy policies. Typically, the monthly amount paid to a solar company for the energy is enough for a property owner to reduce the overall power bill.
None of those states is in the South, where regulation often limits their entry. But some Western states, including Arizona, specifically exempt charities, schools and churches from restrictions that would prevent them from getting free solar panels.

Bruce Wood, chairman of the S.C. Solar Council, said exempting charities and churches might be the most realistic way to resolve the issue in South Carolina.

Joshua Pearce, an energy researcher from Queens University in Canada, said allowing solar companies into states can be critical to the expansion of sun power.

Pearce has analyzed the economics of solar and nuclear policies in North America.
“This is very important,” he said. “The typical homeowner doesn’t have the capital in his bank account to put in a photovoltaic (solar panel) system.”

Cooper’s crusade began a few weeks ago in response to a dispute that erupted last year between SCE&G and a small New England solar company.

DCS Energy Inc. had planned to provide S.C. churches and nonprofits with free solar panels. In return for not charging monthly energy payments, DCS would keep tax incentives and renewable energy credits typically provided to the owners of solar panels. It also would receive federal stimulus money.

But in September 2011, SCE&G filed a complaint with the state Public Service Commission, citing state law and contending that DCS Energy should be regulated as a utility.

The solar company then voided about 80 contracts it had in South Carolina and left the state, saying that it didn’t have the resources to fight SCE&G, The State newspaper reported in March. Among those counting on the free panels was Washington Street United Methodist Church, where Cooper worships Sunday mornings.

Cooper said solar power could have helped his church and others cut their power bills, but he also said it would have been better for the environment. Coal plants release mercury, arsenic and carbon dioxide, while nuclear plants produce piles of deadly atomic waste.

Whether Cooper’s petition drive will make a difference may depend on cooperation from the state’s utilities. South Carolina’s power companies and electric cooperatives have a strong team of lobbyists at the State House, and they often are effective at getting their way.

So far, they haven’t expressed much interest in Cooper’s effort.

Utilities complained last year about a solar tax credits bill that they feared would open the door for “third-party sales” of electricity by owner/operators of solar installations, state records show.

SCE&G, which serves the Midlands, declined to discuss possible legislation that would allow third-party sales by solar companies in its territory. But SCE&G did say state law requires any business wanting to sell power in South Carolina to become licensed as a utility, just like power companies.

The company also hinted that allowing solar companies into the state could create confusion among utilities. It would be up to the S.C. Public Service Commission to decide how a solar company operates in the state, SCE&G said. The PSC has never issued a ruling on whether solar power companies are legal in South Carolina.

“Only registered utilities are allowed to sell electricity to retail customers in South Carolina,” the company said in an email to The State. “If multiple utilities were to serve one retail customer, a determination will be needed on which utility, if any, is obligated to provide the reliable (backup) service when the renewable generator under-performs.”

Santee Cooper, which has drawn criticism over plans to raise power bills for some churches, declined comment. The state-owned utility serves eastern South Carolina.
Duke Energy Inc., a multi-state company with territory in northern and western South Carolina, said solar companies that sell power to customers should be treated the same as the big power companies. Duke said solar energy provides power to the company’s electrical grid from multiple sources.

Today, the company is used to getting much of its power from a centralized generation plant, much as utilities have for decades.

“Solar energy challenges this business model,” Duke said in an email.

Despite hesitation from power companies, the Rev. Cooper has support from the S.C. Coastal Conservation League and other environmental groups, which say the state should do more to embrace nonpolluting solar energy.

The Conservation Voters of South Carolina, which represents environmental groups at the State House, agreed earlier this month to make solar-friendly legislation a priority in 2013.

Rep. Joe Neal, D-Richland, said he hopes something changes.

Existing state law “has made it very difficult for solar companies to introduce this technology to the grass roots,” Neal said. “As this is happening all over the country, it is not happening in South Carolina.”

Pastor Jimmy Jones, director of Christ Central Ministries in Columbia, said changes in state law would help his charity. Like Cooper’s Washington Street United Methodist, Christ Central lost out on solar panels after the DCS-SCE&G dispute. The ministry continues to pay high power bills, which keeps it from spending that money on the poor, said Jones who blames SCE&G.

“SCE&G said, ‘We want the money,’” Jones said. “It is immoral – immoral to try to stop people from helping themselves.”

Near the shores of Lake Monona today, Dane County Executive Joe Parisi announced his comprehensive 2013 “Clean Lakes, Clean Energy” plan to be included in his 2013 county budget that will be introduced to the County Board on Monday.

“Cleaning up our lakes, preserving our lands, and investing in green energy like solar, wind, and alternative fuels are shared values that enhance our quality of life we enjoy in Dane County,” Parisi said. “My budget reflects a continued commitment to protecting and enhancing the resources that make our home such an attractive place to live, work, and visit,” he added.

One of the cornerstones of Parisi’s $4.5 million capital lakes clean‐up initiative, is brand new technology that successfully removes 100% of the pollutant phosphorus from animal waste.

Parisi’s budget will have $300,000 to install this cutting edge system as part of the new manure digester being built in the Town of Springfield in early 2013. “Technology is rapidly evolving and this system not only keeps our county on the cutting edge of lake clean‐up, it also could be the gateway to developing additional manure digesters in areas where we know phosphorus run‐off is a problem,” Parisi said.

Of course they still have to face the problems they have inherited from trying to copy/paste a centralized grid from the West. So what can they do to solve peak problems with the grid they already have in place? Deploy lots and lots of distributed solar and efficiency.

That's because, unlike coal, solar for the most part is available when you need it - during peak hours. Which is why it's great to see States like Gujarat taking the lead in roof top solar programs with the support of the IFC. And efficiency makes the peaks smaller so you need less power in the first place.

The irony here of course is that distributed generation has always been ignored as trivial compared to the real need for a large scale 'modern grid.' That’s because policymakers and commentators lack the imagination to understand the fact that when aggregated, small can be very, very big.

Take the hidden truth behind India's modern grid (as my colleague Jigar Shah points out): it is actually already a distributed system that is largely powered by filthy, costly diesel gen sets. That’s because power outages are so frequent that businesses and wealthy individuals have been forced to pay for this backup generation to ensure power. This is a tremendous opportunity for companies seeking targeted diesel replacement strategies to save people and companies tremendous amounts of money, while providing reliable power.

Epic fires up solar array

They could have picked a better day for it, but on Tuesday, the new covered parking at Epic became fully functional.

Almost 1,300 solar panels over the company’s only large permanent outdoor parking area went online early that morning, supplying up to 360 kilowatts of electricity to the roughly 4,000-office campus outside Verona.

The system, supported by deep blue geodesic structures that perfectly match the much-maligned blue streetlights on Verona Avenue, has been in the works for months and is just the first big step in the company’s effort to become carbon-neutral and energy independent even as it continues to add buildings and employees.

Though the new solar panels account for only about 5 percent of the company’s current usage – and in fact, under the cloud-covered drizzle Tuesday morning it produced only about a tenth of its capacity – it’s an important training step along the way to the company’s goal of getting “off the grid” in terms of peak energy usage.

Epic facilities director Bruce Richards confirmed Tuesdaythe company’s roughly 2-acre array eventually will be dwarfed by a 15-acre solar field that will cover its more than 2,000 geothermal wells there and yet still allow the land to be farmed. It’s also looking into large-scale use of wind power and biomass to offset its almost 8-megawatt power consumption – about the same as all the homes in the city and town of Verona combined.

Parisi makes commitment to clean energy projects as county exec

Most people assumed Rep. Joe Parisi would win the race to be the next Dane County executive.

The real question was by how much.

Parisi ended up defeating Dane County supervisor Eileen Bruskewitz by some 70,000 votes, earning 120,255 (70 percent) compared to her 51,143 votes.

Parisi now faces the daunting task of maintaining county services and pro-environment policies at a time when the Republican-led Legislature and governor's office are pushing to privatize programs in an attempt to scale back a $3.6 billion structural deficit for the fiscal year that begins July 1. . . .

His campaign promise to promote economic and environmental sustainability will include a commitment to extend several environmentally friendly projects started by outgoing Dane County Executive Kathleen Falk.

This includes a project that captures methane gas from landfills and turns it into electricity. The electricity is then sold back to power companies, generating $3 million a year for the county. Parisi also cites Falk's support of the solar hot water heater at the county jail. The heater will save the county roughly $640,000 in expenses over its lifetime.

"That is real money and real savings," Parisi said. "But those are the types of evidence-based programs and innovative projects we need to continue to find. The work ahead of us is tough. It is going to be challenging."

Dane County nursing home to hold show off solar energy at open house on Saturday

The new $22.6 million Badger Prairie Health Care Center is almost ready to open, and Dane County wants to show it off to the public before residents start moving in.

A community open house is set for 2-4 p.m. Saturday, giving Dane County residents a chance to tour the state-of-the-art facility, which will be home to up to 120 residents.

Badger Prairie is located on the east side of Verona, near the intersection of Business 18/151 and Maple Grove Road.

"Our brand new county nursing home offers our most vulnerable citizens the comforts of home and quality care in a warm atmosphere," said County Executive Kathleen Falk.

The facility features private bedrooms with private baths, all grouped into "households" of 8-11 residents, each household having a kitchen, living room, dining area and sunroom, with outdoor patio and flower garden.

Badger Prairie Health Care Center is the first nursing home in Wisconsin to incorporate major energy-saving features like geothermal energy for heating and cooling and solar-powered systems for hot water.

Badger Prairie is the oldest, continually operating health care facility in Dane County and likely the entire state of Wisconsin.

5N Plus Corp. of Montreal will open a manufacturing and recycling center for metal coatings used in the production of thin-film solar panels.

The $4.3 million facility, which was supported by a $500,000 low-interest loan from the state of Wisconsin, is expected to be fully operational by March or April, plant manager John Schuster said.

5N Plus, which supplies metals used to coat the thin-film solar panels, has a contract to supply Abound Solar, a Loveland, Colo., company that plans to open solar panel factories in Indiana and expand a factory in Colorado that already makes thin-film solar panels.

Last month, Abound received a $400 million loan guarantee from the U.S. Department of Energy to support the expansion. Abound also announced a private equity investment of $110 million to support its growth.

The company plans to open a solar panel factory inside an 800,000-square-foot building in Tipton, Ind., that was once intended to build transmissions for Chrysler cars.

5N Plus chose the DeForest area for a new facility because of its central location and proximity to the Cardinal Glass plant in Portage, where the glass can be recycled, Schuster said.

Cardinal Glass' Solar Technologies division supplies glass and other products for thin-film solar panels, with work taking place at factories in Mazomanie and Portage.

Cardinal and 5N Plus are among suppliers in four states that are expected to employ 1,600 people as a result of the Abound Solar manufacturing expansions in Colorado and Indiana, according to the U.S. Department of Energy.

WASHINGTON (AP) -- Solar power is coming to President Barack Obama's house.

The most famous residence in America, which has already boosted its green credentials by planting a garden, plans to install solar panels atop the White House's living quarters. The solar panels are to be installed by spring 2011, and will heat water for the first family and supply some electricity.

Energy Secretary Steven Chu announced the plans Tuesday in Washington at a conference of local, state, academic and nonprofit leaders aimed at identifying how the federal government can improve its environmental performance.

Former Presidents Jimmy Carter and George W. Bush both tapped the sun during their days in the White House. Carter in the late 1970s spent $30,000 on a solar water-heating system for West Wing offices. Bush's solar systems powered a maintenance building and some of the mansion, and heated water for the pool.

Obama, who has championed renewable energy, has been under increasing pressure by the solar industry and environmental activists to lead by example by installing solar at 1600 Pennsylvania Avenue, something White House officials said has been under consideration since he first took office.

The decision perhaps has more import now after legislation to reduce global warming pollution died in the Senate, despite the White House's support. Obama has vowed to try again on a smaller scale.

Last month, global warming activists with 350.org carried one of Carter's solar panels - which were removed in 1986 - from Unity College in Maine to Washington to urge Obama to put solar panels on his roof. It was part of a global campaign to persuade world leaders to install solar on their homes. After a meeting with White House officials, they left Washington without a commitment.

Bill McKibben, the founder of the 350.org group, said Tuesday the administration did the right thing.

Solar power proves steady investment for Janesville man

JANESVILLE — So you want to invest.

Stock? Too wobbly.

Interest at the banks? Scant.

A rural Janesville man has found an investment that appears to work in any economy: the sun.

The sun, which is not expected to burn out for billions of years, spills massive amounts of energy onto the Earth every day. It also puts cash into Chuck Niles’ pocket.

Niles, a retired General Motors worker, said he’s been thinking about solar power for 25 years. He got serious about it three years ago when he learned that improvements in solar technology have reduced the cost per watt considerably.

Then he heard about government programs that provide huge discounts in startup costs.

Here’s how Niles does the math:

The 90 panels on the roof of Niles’ pole barn and nearby shed on Murray Road south of Janesville cost $130,410, installation included.

A federal program known as Section 1603 of the Recovery Act paid him $39,600. The state Focus on Energy program paid him $32,603.

Niles uses about $35 worth of electricity a month in the barn. The rest goes to Alliant Energy, which pays him monthly. The checks vary with sunshine, but Niles estimates conservatively that the checks will average around $440 a month.

In the meantime, Niles is also getting a federal income-tax break from the depreciation on his investment.

When all the costs and benefits are accounted for, Niles figures his payback period is just five years. He figures his return on investment is about 12 percent.

But solar installations are now found on about 500 Wisconsin private homes, with far larger commercial operations going up on apartment buildings, big box stores and factory roofs.

To that end, Wisconsin is once again part of the National Solar Tour on Saturday, Oct. 2.

The event gives visitors a chance to tour innovative green homes and buildings to see how solar energy, energy efficiency and other sustainable technologies can reduce monthly utility bills and help tackle climate change.

More than 160,000 participants will visit some 5,500 buildings in 3,200 communities across the U.S. Dozens of homes and businesses in the Madison area are participating.

This is a 3-credit course that will combine 9 days of field work in Costa Rica with 8 weeks of additional online instruction. 20 MW solar energy farm proposed in Jefferson

JEFFERSON - A proposal to build the second-largest solar-generation farm in the United States was presented to City of Jefferson officials Wednesday night.

Green States Energy Inc. of Deerfield Beach, Fla., unveiled plans to build a solar energy farm on 100 acres of the city's north industrial park that would generate approximately 20 megawatts of electricity.

Jefferson Sun One would have approximately 100,000 individual solar panel modules on the 100-acre parcel. The site - just north of the former Brigg & Stratton plant - would generate approximately 3.5 million kilowatt hours per year, equivalent to generating sufficient electricity for about 3,500 homes. An interconnectivity agreement with Jefferson Utilities and WPPI is intended.

"This is a big deal if it can be brought to fruition and can be built," said David Jenkins of the Wisconsin Office of Energy Independence.

Currently, he noted, Wisconsin has approximately 6.5 megawatts of installed solar capacity. Only two cities in the state are labeled by the U.S. Department of Energy as solar cities.

"Overnight, if this project were built, the City of Jefferson would have three times as much solar energy as there is in the entire state," Jenkins said. "As far as I'm concerned, if you had 20 megawatts of power here, you would be a solar city."

Approximately five to six weeks ago, Jefferson city officials were approached by representatives from Green States Energy about locating the solar energy farm in Jefferson. Green States representatives presented its proposal Wednesday to a joint session of the Jefferson Common Council, Jefferson Plan Commission and Jefferson Redevelopment Authority.

"It is an opportunity for us to not only provide a lot of good jobs in the construction phase and also the operational stage, but it is also an opportunity for the City of Jefferson to create an identity of being a nationwide leader in renewable energy," Mayor Dale Oppermann said. "We have the task, the challenge and the opportunity to reinvent the economy of Jefferson and the surrounding area."

He said Green States Inc. is offering the city the chance to get involved with state-of-the-art technology and create an identity for the city as being clean and green.

Green States Energy Inc. chief executive officer Jeffrey Lord described the company as a group of people who have come together under a common principle.

"The planet and the people on it will be better off if we can start using less fossil fuels to get the energy we need," Lord said, citing the company's mission.

Talk about a perfect fit for Madison.

A locally owned and fast-growing solar energy company moves into a vacant building that formerly housed an auto body repair shop.

The company — Full Spectrum Solar — is even being welcomed with open arms by the Tenney-Lapham Neighborhood Association, a group known for taking a tough look at any new development.

“They came in to talk with us about a month ago and a lot of people are very happy to see a 21st century, green business coming into the neighborhood,” says Pat McDonnell, past president of the neighborhood association.

If all goes according to plan, Full Spectrum Solar this October will move its operations from the Madison Enterprise Center small business incubator at 100 S. Baldwin St. into new digs at 1240 E. Washington Ave., the former Quality Collision.

Full Spectrum Solar isn’t just replacing a 20th century auto painting operation. It’s buying one of those underutilized properties along East Washington Avenue the city of Madison has been looking to upgrade.

“We’re pretty excited about having our own building,” says Burke O’Neal, 38, who founded the company in 2002 with his younger brother, Mark. “If nothing else, we’ll have a place to park our vehicles.”

Madison looks at innovative strategies to promote solar energy

The solar array installed on Patty Prime’s home on Madison’s East Side cost $44,000 and has a 5.8-kilowatt capacity. A typical system for a Madison home costs $15,000 and has a capacity of one or two kilowatts, said the city’s solar consultant Larry Walker. Prime’s system started working around Jan. 1 and recently began generating more energy than she uses. She said her MG&E bills, which last year cost her up to $300 a month, came bearing credits of $46 in March and $96 in April. “We’re still a month away from the solstice,” she said.

The $44,000 solar panel array on Patty Prime’s roof started turning sunbeams into voltage Jan. 1, and within weeks it set her electric meter spinning backwards.

“It reduced our bills right away,” said Prime, who lives on Sidney Street in the Tenney-Lapham neighborhood on Madison’s East Side. “The last two months we’ve had a credit. So they are paying us.”

But Prime is one of fewer than a dozen homeowners who have installed systems with the help of a city consultant who has evaluated nearly 200 properties since 2008.

So solar advocates are looking at new strategies, including working through the city’s network of neighborhood associations to lower costs and provide technical assistance, said city Facilities and Sustainability Manager Jeanne Hoffman.

By August, a website will go live allowing residents to view aerial images of their homes to see how trees and other factors affect their suitability for solar power. “You’ll be able to draw onto that a solar array and be able see how much energy that solar array will draw,” Hoffman said.

The city will redouble efforts at persuading businesses to install solar arrays.

And several groups are examining the recent successes in Portland, Ore., which worked through neighborhood associations and is seeing solar installed in hundreds of homes, Hoffman said.

“We’re really looking for neighborhoods who can partner with the city,” Hoffman said.

Bulk buying can lower the average price of $8,500 per home after state and federal financial incentives, said Larry Walker, the city’s solar consultant.

It’s not clear what sorts of mechanisms will be funded, but professional assistance in designing rooftop solar arrays and negotiating with vendors will be important, Hoffman said.

In some cases, technical assistants could help create systems in which solar panels are placed both on homes and public property, with the electrical output shared by a group of homeowners, including those whose homes have little exposure to the sun, she said.

“We have a tough time in Madison sometimes because we have these really beautiful tree-lined neighborhoods, and it’s brutal for solar power,” Walker said.
