The health of the US Economy is largely dependent on its mobility. Questions currently taking center stage are: How will we move people and freight around the block and around the world efficiently and cost effectively?

While demand for petroleum is expected to exceed world oil production capacity in the coming decades, alternatives such as tar sands or corn ethanol may be constrained by pending greenhouse gas limits. A combination of new fuels, new vehicles, and new ideas is necessary. But what might the right combination be?

This National Academy of Engineering seminar will highlight the perspectives of experts in transportation infrastructure, emissions, biological fuels and vehicle propulsion to discuss "What's next?"

Fitchburg plans for a sustainable village

A "sustainable village," complete with natural sewage treatment, a school of organic agriculture and businesses powered by the sun, wind and renewable organic fuel could find a home in Fitchburg.

But first local organizers need to raise about $25 million for the 250-acre project.

"It will be a place to learn about sustainability ... firsthand," said Phyllis Hasbrouck, chairwoman of Fitchburg Fields, which is spearheading the effort. "This kind of sustainable village is what every large community is going to need as a learning place and example."

Plans for the carbon neutral eco-village include 30 modest homes, a five-car community garage, four-seasons farmers' market and a "bike and breakfast" inn.

"All of these things have been done before (in) other places ... (but) as far as we know, this is the first place that would put them all together," Hasbrouck said.

The plan is not so far fetched for a city that calls itself "Wisconsin's Recycling Leader."

Organizers hope to capitalize on the growing trend in eco-tourism and the parcel's proximity to Madison, already a popular "green" destination, and plans to raise money via the Internet — much of it from outside of Dane County — and through a capital campaign, Hasbrouck said.

Oil prices seep over economy

The price of crude oil surged to a trading record of $111 a barrel Thursday, continuing a run-up that has led to record gasoline prices and high home heating costs while sending expensive ripples through the economy.

The latest example: We Energies of Milwaukee asked state regulators to approve an increase of $79 million in electricity rates. That would be an increase of $2.24 a month, or 2.6%, in the average residential consumer's bill.

A key reason for the request is the record price of diesel fuel used by trains carrying coal from Wyoming's Powder River Basin to the utility's coal-fired power plants.

Some energy analysts expect the pain to continue. The federal Energy Information Administration said the price of a gallon of gasoline will hit $4 in some regions this year, and it projects the price of a barrel of oil will average $94 in 2008.

"We will look back at $3 gas as cheap," said Randy Udall, who has studied oil trends and global warming as director emeritus of the Community Office for Resource Efficiency in Aspen, Colo.

Necedah Ethanol plant is running

NECEDAH—The Castle Rock Renewable Fuels ethanol plant in Necedah had its official grand opening Friday after 14 months of preparation.

“I have been looking forward to this day for a long time,” plant manager Bernie Hoffman said.

The plant actually began producing ethanol Feb. 2 and is running efficiently, above capacity and under budget, Hoffman said, adding “that is something to be proud of.”

During the grand opening ceremony, Hoffman said home-grown renewable energy now is needed more than ever.

“It’s important to keep battling until we do something about Wisconsin’s dependence on foreign fuels,” said state Sen. Dale Schultz, R-Richland Center.

He added the ethanol plant has created a market for corn in Juneau County that previously did not exist.

Hoffman said the Castle Rock plant will grind more than 20 million bushels of corn per year, which equals about 56 bushels per day.

The corn used at the plant will be purchased within a 70-mile radius, Hoffman said.

WASHINGTON (Reuters) - Growing more corn to meet the projected U.S. demand for ethanol could worsen an expanding "dead zone" in the Gulf of Mexico that is bad for crawfish, shrimp and local fisheries, researchers reported on Monday.

The dead zone is a huge area of water -- some 7,700 square miles -- that forms above the continental shelf of the Gulf of Mexico every summer. It contains very low levels of oxygen.

The dead zone starts in Midwestern corn country when farmers fertilize their fields with nitrogen. The fertilizer run-off flows down the Mississippi River into the Gulf of Mexico, making algae bloom on the surface and cutting oxygen to creatures that live on the bottom.

The low levels of oxygen in the zone make it difficult for crustaceans and bottom-feeding fish to survive, said Simon Donner, who worked on the study published the Proceedings of the National Academy of Sciences.

Crustaceans will likely struggle to stay alive, Donner said by telephone. Fish will swim out of the zone, potentially devastating local fisheries, he said.

"We're already at a point where recommendations have been made that nitrogen levels in the Mississippi River have to decrease by up to ... 55 percent in order to shrink the dead zone," said Donner, of the University of British Columbia in Vancouver.

"And now with this incentive to produce more corn and use more fertilizer, we're pushing in the other direction," Donner said. "The two policies are just completely incongruous."

The technology is mature. The investors are willing. The utilities are ready to take deliveries. And farmers and rural landowners throughout Wisconsin are eager to harvest the wind and help our state to meet a significant portion of our electrical demand using a 100% renewable, zero-emissions energy source.

Meanwhile, prices for oil, natural gas, and coal – fuels that are imported into Wisconsin -- are going through the roof.

But unfortunately, a handful of opponents are managing to sabotage real progress towards greater energy independence for Wisconsin. In the process they are blocking UsmallU wind projects and denying UsmallU rural landowners of badly-needed “wind farm” royalty income – modest revenue streams that would help family farmers and wildlife habitat owners to resist the relentless pressures of suburban and exurban sprawl.

Already, the backlog of stalled wind energy projects across Wisconsin is approximately 400 megawatts, about one-quarter of the generating capacity as a mid-sized coal or nuclear plant and enough to make a large contribution toward the renewable energy requirements of the state’s renewable portfolio standard (RPS). Although state law prohibits local jurisdictions from resisting wind energy developments unless the local regulations serve to protect public health and safety, a lack of state-wide standards for projects under 100 megawatts has given NIMBY (not in my back yard) wind energy opponents a big loophole to use scare tactics and the kind of obstructionism that forces township governments to either write their own wind energy standards from scratch or basically reject all proposals for UsmallU wind energy projects out of hand. Roy Thilly, co-chair of the Wisconsin Governor’s Task Force on Global Warming and president of Wisconsin Public Power, Inc. described the impasse this way: “The way things stand now, it’s easier to build a 100-megawatt wind farm in this state than to put up two or three turbines.”

It’s not fair. Mid- and small-sized wind energy developers, small land owners, and local municipalities deserve the same uniform, scientifically-rigorous standards and approval procedures as those which apply to ALL electrical energy projects over 100 megawatts. Consider the absurdity of restrictions which forbid the erection of a few wind turbines within a mile of neighboring residences but allow the construction of a full-size coal power plant or subdivision or major highway a few hundred yards away!

Every electrical energy source has an impact on the environment, but today’s commercial wind turbines, which number about 100,000 worldwide, do not threaten the health and safety of neighboring residents. The biggest impact of wind energy is visual – large towers standing astride rural hills and plains. If farmers and other people who actually make a living on the land are willing to host wind towers on their own properties, people who move to the country merely for aesthetic reasons should not be able to deny them a supplement to their livelihood.

Prompt action by the Wisconsin legislature is needed to resolve the current situation before our state’s ability to attract wind energy developments is further damaged. The Wisconsin State Legislature should pass AB 899/SB 544, which would:

(1) Grant the Public Service Commission the authority to establish, by rule, permitting standards that are uniformly applied by local or state government to all wind energy installations, regardless of size and location; and
(2) Create a procedure for appealing to the Public Service Commission those decisions rendered by local jurisdictions on wind energy installations under 100 megawatts.

The current global and US commodity market situation makes it necessary to share these news [items] with you.

Despite recession and curbed fuel demand, energy prices have been steadily going up. Oil traded at $ 108/barrel today while the 2007 average was at around $75. Natural gas traded at $10/MMBtu today ($ 7.50 in 3/07), according to Bloomberg. Since utilities lock prices for several months this won't have much impact on current energy bills. However, it will have an impact later this year.

The impact of the oil price you can see when you drive by a gas station. Similarly important is the natural gas situation. Traditionally the US has been importing natural gas from Canada and Mexico, which have seen increased demand and declining production themselves. The North-American production gap is made up with imported Liquefied Natural Gas (LNG). LNG is imported from regions with a surplus of natural gas. Mostly Russia and the Middle East. The percentage of US natural gas consumption is steadily climbing due to declining home-production and increasing demand. This causes three serious problems. Cost is the obvious one with much energy needed to liquefy natural gas at -260°F, to build terminals in both the US and the producer country, and to run LNG tankers.

Logistics and security is another problem since no US harbor community wants to have an LNG facility in their backyard and an LNG tanker can cause an explosion similar to a small sized nuclear bomb. There also is the problem of time since it takes some time to plan and finally commission an LNG facility. Currently there are 16 LNG facilities operating in the US and 40 more are planned as of now. However, due to future global shortage of natural gas and the lack of exporting countries, not all projects might happen.

The third problem is independence. Russia has been using, and is continuing to do so, cuts in delivery to negotiate prices and other political issues. It also is moving away from being a democracy. The Middle East as the other LNG supplier is not less difficult to deal with.

What implication does that have to us? Natural gas is the major heat fuel source (LPG is a natural gas byproduct) and traditionally has been cheaper and cleaner than coal and oil. Most of the recently installed electric power generation is firing natural gas, and many future installations will use natural gas due to its cleaner combustion compared to coal. Therefore, there will be an impact on heating AND electricity prices.

In 2002 Alan Greenspan already realized that "tight natural gas supplies present an extremely serious problem".

As predicted often in the past, the producing countries will exhaust their reserves and will have to cut exports to meet domestic demand. This prediction is materializing more and more and is becoming a market reality today.

This applies to other fuels as well. China became a net coal importer in 2007, The UK stopped exporting natural gas and is importing now,...

The nuclear fuel situation is even worse. At current consumption the world wide supply will last less than 60 years and only 7% of the reserves are in the US. There might be a trend to build more nukes, which will shorten the supply to much less than 60 years.

In addition to worldwide shortage of fuel, it will become more expensive (and energy consuming) to explore and mine commodities assuming "easy to get" commodities have been exploited first.

Another worrisome market trend, that will affect poor nations more than us, is that rising demand for fuel increases food production cost and diverts more food crops to biofuel production. The last year has seen 40%-70% increases in raw food material corn, wheat etc.).

Canadian ruling could halt planned oil-sands project

CALGARY -- Oil sands projects could face tougher regulatory scrutiny after a federal court judge yesterday found the approval of Imperial Oil Ltd.'s $8-billion oil sands mine insufficient on climate change and greenhouse gas emissions.

A federal-Alberta review panel approved Imperial's Kearl mine last year, saying it was in the public interest, although it worried about "critical challenges" on environmental issues and local problems in Fort McMurray. Alta.

The panel didn't explain why it decided that 3.7 million tonnes of greenhouse gas emissions each year - equivalent of 800,000 cars on the road - wouldn't be significant, Federal Court of Canada Judge Danièle Tremblay-Lamer said in a judgment published yesterday.

"The panel dismissed as insignificant the greenhouse gas emissions without any rationale," Judge Tremblay-Lamer wrote, calling on the panel to revisit the specific question.

The court victory by environmental groups, four of which had appealed the panel ruling, signals that the spotlight and assessment of oil sands projects will become ever-more intense.

While the decision focuses on the panel's decision to approve the mine rather than evidence presented by Imperial and its parent company, Exxon Mobil Corp. of Texas, it was hailed as a "landmark" in the oil sands by environmental groups.

Shawn Denstedt, a partner at law firm Osler Hoskin & Harcourt LLP in Calgary who works on many oil sands regulatory applications, said companies are ready to deal with tougher assessments. "The scrutiny of projects is becoming more and more stringent," he said.

"This is another speed bump in the regulatory approval process, not a roadblock," he said, adding that expected regulations on greenhouse gases from the federal government will provide further clarity.

Trying to site a wind farm in the Town of Stockbridge

Marilyn Propson, a farmer and possible host of a wind turbine in the Town of Stockbridge in Calumet County, spoke to a legislative committee considering a bill that would reform the wind site permitting process in Wisconsin.

Under the current permitting process, vocal wind opponents have convinced town boards to impose restrictions that effectively prohibit any wind generation in the towns.

Assembly Bill 899 would require town boards to adopt siting ordinances "consistent with" siting criteria developed by the Public Service Commission. The two posts following this one provide more backgroun on the siting issue.

Here is the text of her statement:

Hello - My name is Marilyn Propson. I live in the Town Stockbridge, in Calumet County. My address is W4342 Quinney Rd., Chilton 53014. I hope to be the voice representing hundreds of landowners and thousands of acres of land in Wisconsin ready and willing to be part of the effort to move forward with wind energy projects. I hope the State of Wisconsin will take note that there is no shortage of landowners willing to sign on to host wind turbines.

I’d like to share a little history of the Town of Stockbridge with you today. I obtained the information before 2006 from a neighbor, Marvin Ecker, Jr.

Attempt #1 – In the spring of 1998, Madison Gas & Electric (MGE) came into the Town of Stockbridge and approached landowners to see if there was interest in siting a wind project. Three families signed lease options. Stockbridge then enacted a 24-month moratorium. The Public Service Commission approved MGE’s application, but, as a result of the moratorium, MGE had to walk away from Stockbridge. Lawsuits were filed. The result – no turbines.

Attempt #2 – In June 2004, Marvin Ecker, Jr. obtained permission to build a single small turbine on his land. In May 2005, Marvin put up the turbine now standing on Quinney Hill. Stockbridge enacted another moratorium. The result – one farm-sized turbine.

Attempt #3 – In April 2005, shortly before Marvin’s small turbine was erected, he applied for another permit to host four large turbines. In his words, while seeking the necessary permits, he was given the run-around. This triggered more legal action. The result – no turbines.

Attempt #4 – In early 2006, Midwest Wind Energy approached landowners in the Towns of Stockbridge and Brothertown for yet another try at a wind energy project. By November 2006, 33 families controlling 5,000 acres had signed on. In May 2007, the Town of Stockbridge adopted a 90-day moratorium. Later that month, Midwest Wind Energy sent a memo to Stockbridge landowners stating that development activities would be suspended due to the moratorium. In September 2007, Stockbridge enacted a Wind Energy Systems Licensing Ordinance, which was so restrictive that Midwest Wind Energy’s project was no longer viable. In January 2008, the Town of Stockbridge received two Notices of Claim. The result – no turbines.

I risk sounding repetitive by chronicling the turbine siting history of the Town of Stockbridge, but we have such a vivid history of failure that actions paint a more revealing picture than words could ever convey. In the past, the Stockbridge Town Board has shown a total disregard for turbine siting recommendations made by either Calumet County or the State of Wisconsin. The Board is familiar with litigation and does not fear it. As participating landowners in this wind project, we are part of the majority of citizens who are ready to embrace the prospect of alternative energy fueling our futures.

But there is a core group in Stockbridge that remains opposed to wind development, and they are relentless in their zeal to take the reins and steer the Stockbridge Town Board—and now the Calumet County Board—toward their goal, which is no turbines in Stockbridge. They were instrumental in the recall election of County Board Supervisor Jerry Criter, whose district includes all of Brothertown, and parts of Stockbridge and Chilton townships. They were unsuccessful in removing him from his position, but their defamatory allegations will not be forgotten any time soon. Nor will the taxpayers soon forget the unnecessary financial burden caused by a bogus sense of urgency created by the recall effort, as Jerry’s term would have expired 49 days later.

I believe that this Township and this County, along with many others across the state, have exhausted their resources trying to resolve this conflict. We appear to be too polarized to make any further progress. It is time for the State to take up the laboring oar in this effort, to find a common ground workable to settle our differences and move forward toward achieving our goals. Please adopt legislation to establish uniform standards for local review of wind projects.

Dear Senator Plale and Rep. Mongomery,

I am writing in support of this legislation to require the Public Service Commission to promulgate common rules for wind-powered generators.

Wisconsin is a State that is heavily dependent upon coal energy for electric generation.
Figure 1 from the 2006 version of Wisconsin Energy Statistics clearly shows how the mix of energy used for electric generation comes primarily from coal. In addition to this, note that as our appetite for electricity grows, the overwhelming response has been to increase coal consumption, either domestic or imported.

As a consequence for our increasing use of coal, Wisconsin’s emission of CO2 has increased as shown in Figure 2.

If there is any chance that we may begin to reduce our dependence on coal, we must encourage the development of indigenous, renewable and carbon-free technologies such as wind and solar. . . .

RENEW’s proposed reforms have been drafted into Assembly Bill 899 (AB 899) and Senate Bill 544 (SB 544), bills which will be considered at hearings on March 4 and March 5.

We need your immediate help to attend one or both hearings on the two most important renewable energy bills of this legislative session:

House votes to end $18 billion of tax breaks for oil and gas producers

WASHINGTON -(Dow Jones)- The U.S. House of Representatives on Wednesday voted to repeal $18 billion of tax breaks for oil and gas producers and use the savings to finance tax incentives for wind-power projects, solar panels, and more energy-efficient cars.

The bill passed by 236-182, but faces long odds amid opposition in the Senate and a White House veto threat. But it allowed House Democrats to promote renewable energy as an alternative to high-priced oil and to take aim at the oil industry, which is in the midst of a profit boom as prices keep rising.

"We have the opportunity to invest in clean, renewable energy and energy efficiency and grow our economy, creating new jobs," said House Speaker Nancy Pelosi, D-Calif.

Biomass on the front burner for Wisconsin schools

Eleven schools in Wisconsin are heated with biomass materials such as wood or corn.

Rod Nilsestuen, state secretary of Agriculture, Trade and Consumer Protection, wants to see that number increase.

Nilsestuen spoke to 25 eighth-graders at DeLong Middle School on Tuesday about the growth in biomass energy in the state and opportunities to use it to heat schools.

About a third of the schools in the state would save money if they switched to a biomass heating system, Nilsestuen said.

School districts that need to replace boilers should look at biomass options. Implementing a biomass system would cost between $500,000 and $1.5 million, which is comparable to a fuel boiler, he said.

"The biggest hurdle is making it clear it works," Nilsestuen said. "Many schools can save $100,000 to $200,000 if they make use of wood."

When 10 of the largest U.S. corporations and four environmental groups joined forces last January to lobby for federal regulations to restrict greenhouse-gas emissions, it was seen as a watershed in corporate environmentalism. The U.S. Climate Action Partnership (USCAP), comprising 27 companies from General Electric (GE) to General Motors (GM), won praise from enviros by endorsing cuts—10% to 30% of heat-trapping emissions within 15 years and 60% to 80% by 2050—to avert some of the severest consequences of global warming.

Behind the scenes, however, several companies that belong to USCAP are simultaneously supporting efforts and organizations that oppose mandatory cuts in greenhouse gases or promote policies that would make the USCAP reductions nearly impossible to meet. "Many of these companies want the image of being green but are putting their money on the other side of the issue," says Frank O'Donnell, president of Washington-based Clean Air Watch.

Divided Loyalties
Three high-profile USCAP members—General Electric, Caterpillar (CAT), and Alcoa (AA)—also sit on the board of the Center for Energy & Economic Development (CEED), an Alexandria (Va.) group formed in 1992 that opposes regulations on greenhouse-gas emissions. In April, 2007, CEED's board unanimously signed a position paper that, in part, described as "draconian" one federal climate bill that would require a 65% reduction in emissions by 2050.

Peak Oil Task Force tells town to prepare for post-petroleum world

BRATTLEBORO -- The world is running out of petroleum and Brattleboro better prepare itself for that eventuality. That was the message from the Peak Oil Task Force at Tuesday night's Selectboard meeting.

The group, part of Post Oil Solutions, was asked to give a presentation on its research into a world of declining petroleum supplies.

"There is a factual basis to peak oil and that, in fact, there is reason to believe that peak oil may have already occurred," said Rose Avenia of Townshend, reading from the task force's report.

Post Oil Solutions is a Brattleboro-based citizens group that has initiated a number of projects designed to build greater sustainability and community in the Windham County region.

Inspired by a similar group in Portland, Ore., the Brattleboro version of the peak oil task force is the first of its kind in Vermont, and was first proposed to the Selectboard in May 2007.

The members of the task force told the board that world crude oil production rates have plateaued at approximately 85 million barrels a day since December 2005, while demand has continued to rise.

The task force concluded that peak oil will have a direct bearing on the region's economic vitality, the ability of its residents to make ends meet and the capacity of municipalities and school districts to continue supplying necessary services to their constituents. The task force asked the Selectboard to "provide leadership to help organize and build the community effort required to reduce our dependence on fossil fuels."

To do so, the board should issue an official statement recognizing peak oil as a critical problem that the town and county need to address, endorse and co-sponsor with its task force public education efforts and expand the stakeholders involved with this process to include representatives from business, government, agriculture, education, health and social services.

Milwaukee School of Engineering (MSOE) and The Urban Ecology Center
We are installing a 29kW solar PV system on the MSOE Campus Center Building, roughly an area of 3000 square feet, using ballasted tray mounting racks. MSOE aprpeciates the support from both Wisconsin Focus on Energy and We Energies that make this system possible.

At a huge 44.4 kilowatts, the solar electric panels now covering the roof at the Urban Ecology Center are the largest such solar installation in Wisconsin. The system, originally installed in 2003 by H&H Solar Energy Services of Madison, started out as a 48 module array. With the addition of 208 solar panels, the completed system now consists of 256 Kyocera solar panels mounted directly to the Center's metal standing-seam roof. The Kyocera panels are expected to produce over 55,000 KWH each year.

Johnson Controls Inc.
The Brengel Technology Center, built in 2000, is a seven-story, 130,000 square-foot facility that provides office and meeting space for 400 employees and serves as a showcase for Johnson Controls technologies. The Center was first certified under the Leadership in Energy and Environmental Design rating system for New Construction (LEED-NC) at the Silver level in 2001, and in 2004 became the first building to be certified to the Gold level under the LEED-EB (Existing Building) rating system. Because energy efficiency and environmental quality are ingrained in the building plan, seeking LEED-EB certification was completed at a modest cost of $27,250 with a payback of less than one year. The Brengel Center is rated in the top 15% of similar buildings in the EPA Energy Star rating system.

The Johnson Foundation has a long tradition of sponsoring Wingspread conferences that address issues of enviornmental quality and community--helping people live in harmony with their environment. The Precautionary Principle, a landmark statement on environmental risk, was crafted at a Wingspread Conference, as were many of the LEED standards for green buildings. More recently, we sponsored Wingspread conferences that have led to a Presidential Climate Action Plan. We installed 16 15kW solar electric panels in 2007. The electricity genearted by teh array is sold back to WE Energies as part of its Energy for Tomorrow TM renewable energy program. We are also a Green Power Partner in the Environmental Protection Agency's (EPA) Energy for Tomorrow--Sustainable Energy Program. Overall, we purchase 28% of our energy from renewable energy sources. One of our buildings, however, uses 100% renewable energy. At these levels we reduce CO2emissions by 160 tons.

Refinery pollution may soar in Midwest

Global-warming pollution from Midwest oil refineries is expected to soar by as much as 40 percent during the next decade, a dramatic increase that runs counter to regional and national efforts to curb heat-trapping gases. . . .

The huge increases in greenhouse gases are a largely hidden consequence of an industrywide trend to buy more Canadian crude. Vast reserves of tar-soaked clay and sand lying under the swampy forests of northern Alberta are seen as a profitable and reliable source of oil, but the heavy petroleum requires more energy to process.

Other oil companies declined to discuss projected increases in global-warming pollution, but researchers have calculated that refining the Canadian petroleum produces 15 percent to 40 percent more carbon dioxide emissions than conventional oil.

With no greenhouse-gas regulations in place, the companies face no costs for the extra pollution they will churn into the atmosphere.

"This is a glaring example of how our energy policy and climate policy are at cross purposes," said Judi Greenwald, director of innovative solutions at the Pew Center on Global Climate Change. "Companies are making decisions that really don't make sense on a national level when you fail to take climate change into account."

Group bets $100,000 against rosy oil supply forecast

HOUSTON (Feb. 6, 2008) – A group of businessmen and energy experts who believe that global oil production will soon peak, plateau and decline has issued a $100,000 wager to Cambridge Energy Research Associates (CERA), a prominent oil forecasting think tank. Members of the challenger group also renewed an invitation to hold a public debate on the issue of peak oil with CERA.

The group is betting against CERA’s June 2007 forecast that world oil production capacity will reach 112 million barrels per day (mmb/d) by 2017, which extrapolates* to107 mmb/d of actual production, up from about 87 million barrels today. CERA will hold its annual conference in Houston next week.

“CERA is forecasting an addition of 20 million barrels within a decade,” said Steve Andrews, co-founder of the Association for the Study of Peak Oil-USA (ASPO-USA). “That’s a vision in search of reality. Anything is possible on paper, but we are betting you can’t do that with the drill bit.”

The challenger group also notes that CERA called for a civil dialogue on peak oil, but then declined several invitations to engage in such a conversation. Andrews said members of ASPO-USA would be happy to debate the issue, during CERA week, or at another time and place that is mutually convenient.

The 11 members of the betting pool have issued the wager to raise awareness about the fragile state of the world’s future oil supplies. Participants include Jeremy Gilbert (former Chief Petroleum Engineer for British Petroleum), Matt Simmons (Houston energy banker), Jean Laherrere (retired oil executive), Herman Franssen (economist), Marvin Gottlieb (businessman), Jim Baldauf (ASPO-USA co-founder), Steve Andrews, Bob Kanner (investment manager), Scott Pugh (retired Captain U.S. Navy), Aage Figenschou (oil industry, shipping), and Randy Udall (ASPO-USA co-founder) and Andrews.

Alliant energy conservation program saves enough energy in 2007 to power over 7,000 homes

MADISON, WI – February 5, 2008 – Wisconsin Power and Light (WPL), an Alliant Energy company, completed 192 energy conservation projects in partnership with its business and farm customers last year. The projects saved enough energy to power more than 7,000 homes, heat another 4,500 residences and remove the equivalent annual greenhouse gas emissions of nearly 12,000 passenger vehicles.

The reduction in energy consumption was realized through WPL’s Shared Savings program - an initiative that assists industrial, commercial and agricultural customers with identification and implementation of energy efficiency projects - and invests the capital to finance them. In 2007, WPL provided over $40 million in low-interest financing to help its customers “go green” and implement energy-saving measures.

“While it’s the trendy thing these days to talk about “going green” or “being green”, WPL and its business and farm customers have actually been working together on energy conservation and efficiency projects since 1987 with our Shared Savings program,” said Donna Braatz, WPL Director - Sales and Strategic Accounts. “In fact, over the past ten years alone, WPL has invested $404 million in customer facilities, saving the equivalent amount of electricity generated by a 250-megawatt power plant.”

Campus Community Gathers To Discuss Ways To Slow Global Climate Change

MADISON, Wis. -- On Thursday, Madison Mayor Dave Cieslewicz and University of Wisconsin-Madison scientists and business leaders introduced local and national solutions for climate change to students and members of the Madison community at UW-Madison.

The day-long activities marked the final day of Focus the Nation, a two-day nationwide teach-in on climate change uniting more than 1,600 college and university campuses across all 50 states.

"We live in an incredibly unique and defining moment in all of human history," said Jon Foley, director of UW-Madison's Center for Sustainability and Global Environment, as he addressed more than 200 audience members. "What you do today will affect our environment, our climate for thousands of years."

Cieslewicz introduced several city solutions he hopes will help Madison meet the "100K Clean Energy Challenge," a plan to reduce citywide emissions of carbon dioxide by 100,000 tons by 2011. As part of this plan, city government officials will reduce their "carbon footprint" by 25 percent, or 15,000 tons of carbon dioxide emissions.

To decrease Madison's carbon dioxide emissions, the mayor is working increase the energy efficiency of buildings, increase the use of biofuels in city vehicles and decrease Madison's dependency on local coal plants.

The mayor stressed even small city projects, such as the recent replacement of city traffic lights with LED lights, can make a big difference to the environment and save taxpayers money.

"(Replacing stoplights with LED lights) saves over 20,250 tons of CO2 per year, which is the equivalent of taking 442 cars off the road," Cieslewicz said. "But it also saves more than a quarter-million dollars a year."

LET'S THINK TWICE BEFORE LOSING OUR BUS STATION

Madison's Transportation Future is at Stake


THE BADGER BUS STATION TODAY
While the buses make some noise and transients occasionally congregate there, the Badger Bus Station provides valuable passenger service for Badger, Greyhound and other bus companies. Moreover, it offers the potential to be an invaluable focus for future public transportation development. Each week hundreds of passengers pour through the station—returning students, out of town visitors, businessmen, Badger fans, high school tournament attendees, and Madison citizens.

However, next summer, if the proposed redevelopment proceeds on schedule, intercity bus arrivals and transfers will be spread around the city in a disorganized fashion without regard to passenger convenience and access to major destinations. In the next five years, as our nation responds to the return of very high energy prices and institutes measures to control global warming, planned expansions of bus, train, and rapid transit will be urgently needed. Madison will then search for a central hub for these facilities and find the current bus station site has been preempted by an ill-timed commercial development.

Madison has no better place for a central transit focus than the bus station site. Accessible to nearly all the major bus lines, it is equidistant between east and west Madison, and close to much of University housing. It is the natural linking point for new services using existing rail lines. It provides ready access to nearly all of the public attractions of Madison. Its is only two blocks from the Kohl Center, an easy walk to Camp Randall, the State Capitol, City offices, Monona Terrace, Overture Center, Farmers Market, and Capitol Concerts, among others. The existing bus and train stations provide a core for a transit hub, and the surrounding low intensity uses would pose very minimal obstacles for parking and other facilities (as opposed to the hypothetical alternatives at Monona Terrace or west of the Kohl Center).

The Bus Company claims that a new transit hub might be established at the reconstructed South Union at West Johnson and Randall, but this raises a host of unanswered questions. First, this destination is not in the heart of Madison's attractions. Second, construction there is just beginning and will not be completed until the spring of 2011. Third, UW planners have no plans for a transit hub, and have provided only for Metro bus stops and an eventual commuter rail stop. Badger and Greyhound have not asked them to accommodate intercity buses and intermodal transfers and they have not done so. Furthermore, bus access through the narrow surrounding streets and traffic-clogged Campus Drive is likely to be problematic at best. The connecting block of Johnson east of Randall will be closed. And imagine buses in the midst of football game traffic at Camp Randall two blocks away.



THE STATION SITE IS THE BEST FOCUS FOR MADISON'S TRANSPORTATION FUTURE
Greatly expanded mass transportation plans are on the drawing board for implementation in the next few years. Madison is likely to have an intercity rail connection to Milwaukee and Minneapolis, a statewide publicly-supported intercity bus system supplementing today's commercial bus system, strengthened Metro bus service, and eventually an east-west commuter rail system. These systems would all pass through downtown Madison and all require some downtown focus for passenger service and transfers.

• The Madison "corridor" Plan (Connections 2030 Transportation Plan) prepared by the Wisconsin Department of Transportation and Madison Metropolitan Planning Organization specifies a central bus-rail terminal and transfer facility on or near the site of the current bus terminal (roughly from the Kohl Center to Monona Terrace).

• The Connections 2030 Plan also calls for an expanded intercity bus transportation network to be supported in part with state funds. As mapped in the plan, current intercity bus services would be supplemented by additional routes converging on Madison from the north and southwest. The system would provide "intermodal connections to intercity passenger rail, airports, and public transit" with some state assistance for transfer facilities adjacent to other modes.

• WisDOT's is nearing implementation of the Milwaukee-Madison link of the Midwest Regional Rail System eventually extending from Chicago to Minneapolis. A stop is currently planned at the airport, but the city hopes to eventually bring the service to a downtown terminal. Federal Stimulus funds may accelerate this project.

• The Transport 2020 planning process has adopted a plan for a metro-wide commuter rail system that runs on existing rail lines from Middleton to Sun Prairie in an arc through central Madison. Stations are anticipated near the Kohl Center and the Union. The required Regional Transportation Authority is nearing authorization by the Legislature before it is submitted to voters for approval.


CONCERN FOR THE PUBLIC INTEREST IS NEEDED
Indeed, a pause in the Badger Bus Company's redevelopment plan seems in order until these matters are adequately addressed. The Badger Bus Company is a private company that owns the station and the land; however, the company has profited from public infrastructure and patronage for decades, and its owners owe the city some consideration for future transportation needs. . Instead, the owners have been rapidly moving forward with their plan with a stated target to begin construction next summer (and presumably end service at the station). Their plans were quietly surfaced in December and were public only in late January to get preliminary readings from the Urban Design Commission and Bassett Neighborhood. The owners apparently hope for Planning Commission approval in February. They have worked hard to produce creditable building designs (which appear to be an acceptable starting point for review), but the owners showed no hurry to consider the impact of their action on the city's transportation needs.

So far the Badger Bus owners have failed to offer any viable plan for future service. They claim that bus stations are "passé" and they can effectively run their service off almost any street corner or truck stop, but would be willing to participate in a "transit hub" at the South Union. This may be a formula for profitable but limited operation for their company. It is also likely to provide poor service especially for the elderly, infirm and poor; create chaotic transfers to Greyhound and other intercity bus connections; provide no basis for expanded intercity services; and result in generally declining bus ridership at a time when rapid expansion is needed.

The transportation plans above emphasize just the opposite—more intercity routes, organized intermodal transfers, and improved facilities. Finally, the supposed plan to "shift services to the South Union" seems to have no foundation in reality as discussed above. It is not surprising that the owners have refused to discuss their plans with the press.

WHAT SHOULD THE PUBLIC EXPECT AT THIS TIME?
• At a minimum, the Badger Bus Company should be accountable for a viable plan for intercity bus boarding and transfers for the near term—two to three years—as a part of their plans for conversion of the station site to non-transportation use. The Madison Planning Department should review this plan its adequacy in meeting public transportation needs.

• Before City Planning review, the owners should obtain an agreement with UW planners specifying what boarding and transfer activities can be accommodated at the Union South facility. This should cover the construction period through 2011 and after completion. It should include provision for Greyhound bus service and transfers. This should be made available to the City Planning Commission for review prior to redevelopment project approval.

• The City Planning Department, Metropolitan Planning Organization, and Wisconsin Department of Transportation should provide the public with projected plans for intercity transportation terminal facilities and intermodal transfers--both near and long term--in the downtown area before review by the City Planning Commission and Common Council. The City should not approve the Planned Unit Development required for the implementation of this project until these arrangements are considered.

• Prior to a final approval of this project, the Mayor and Common Council should consider the purchase of this site for public transportation purposes, if necessary under eminent domain, and apply for State and Federal funding. The Badger Bus Company should accept its civic obligation to play a constructive role in Madison's future transportation planning, and delay its redevelopment project until these questions are resolved.

If Madison is to have the central focal point anticipated in practically all its public transportation plans, where is it to be? If not this optimal site, where?

When should Madison prepare for a world of scarcer, more expensive oil, with controlled carbon emissions, if not now?

Mill gets grant for creating biofuels

A Wisconsin Rapids paper mill received a $30 million federal grant Tuesday to produce diesel fuel from wood waste over the next four years.

The NewPage Corp. paper mill was one of four projects that received $114 million in funding over four years under a Department of Energy small-scale biorefinery program launched last year. Another Wisconsin mill, Flambeau River Papers in Park Falls, was passed over for a grant.

The award for the former Stora Enso North America mill marked the second time in a year that the federal agency has selected Wisconsin for funding biofuels that will cut dependence on oil and reduce global warming emissions from vehicle tailpipes. Last year, the University of Wisconsin-Madison was awarded $125 million to establish one of three bioenergy research centers in the nation.

The grants are designed to speed the introduction of next-generation biofuels - those that aren't made from corn kernels - in a bid to make the new fuels competitive by 2012, said Andrew Karsner, assistant secretary of energy.

The NewPage project, which would generate up to 5.5 million gallons of diesel fuel a year by 2012, was picked because it was a "very good and unique proposal," he said. One of the largest paper mills in the nation, the Wisconsin Rapids plant would process nearly 500 dry tons per day of mill residues and other waste forest products and convert that into a liquid fuel, Karsner said.

Intel wires into green energy

Intel, the world’s biggest chipmaker, gave a boost to green power, becoming the largest corporate buyer in the US of renewable energy certificates (Recs).

Intel said it would buy 1.3m megawatt hours’ worth of certificates every year – enough to power about 130,000 US homes – in a multi-year contract.

The company is understood to be paying in the range of $4m to $10m for the certificates.

Recs are an indirect method of encouraging green energy use. Companies generating power from renewable sources, such as the wind and sun, are generally not profitable without subsidies because their energy is more expensive to produce than electricity from fossil fuels, but they get the same prices for selling it to the grid as conventional energy suppliers.

Recs provide an extra income stream for renewable generators, as companies and individuals can buy the Recs with the aim of encouraging greater investment in renewable power. Many companies use the Recs as “carbon offsets” to balance out the negative impact of their activities on the climate.

Thanks to Hans Noeldner for calling attention to an article by Chuck Taylor from Supply Chain Quarterly. Taylor clearly understands the implications that will ripple through our lives as cheap oil becomes fades to a distant memory:

. . . what most profoundly shaped my view was my experience in 1973, when I was working for a tank-truck carrier in Houston and saw oil prices triple as a result of the Arab oil embargo. I watched as rising oil prices and shortages caused high inflation, recession, unemployment, rationing, plant closings, transportation equipment shortages, and long lines at gas stations. At that point, I knew at a gut level that oil is the lifeblood of our economic system; that high oil prices have an undeniable impact on that system; and that as a supply chain professional, I should know what was going on in the oil patch.

I am now convinced that, unlike the events of 1973, the situation we face today is not a short-term predicament. It's a multifaceted problem. It is unlike anything we've encountered before. It is non-negotiable. It will not be easy. It will change everything.

The time to prepare is short because reducing our dependence on cheap oil will take decades. Supply chain professionals will have to examine alternatives to current practices and consider new strategies in preparation for the end of the era of cheap oil.

To put it bluntly, the wolf is howling outside the door and may already be in the room.

Hubbert's Peak is about what goes on underground, but global demand, geopolitics, the health of the oil industry, and the environment are aboveground factors that add complexity and risk. This article will look at each of these factors, examine alternatives, and suggest mitigation strategies in the context of supply chain performance.
A sidebar to Taylor's article lists what "supply chain professionals should realize" as the end of cheap oil nears:
- Cheap petroleum energy has been a main driver of supply chain productivity. It is gone.
- This is not the end of civilization, but we are in an uncharted bridging period and without prompt and decisive action, human suffering will be high.
- Conservation and changed priorities is the only short-term bridge.
- As the energy and environmental crisis deepens, governments must and will intervene.
- Strategies and networks designed for the good old days won't work.
- There will be winners and losers.
- Winners will embrace conservation and cooperation.

Bus ridership nears record levels

Madison Metro announced Friday that a 5.3 percent increase in ridership last year has put the bus service just 700,000 rides short of its all-time high, which was set 25 years ago.

Metro posted a fixed-route ridership in 2007 of 12.7 million. If growth continues at its current rate it could hit its record, set in 1982, of 13.4 million in less than two years.

The growth in Metro ridership has been steady since 1989, when the number of riders had dropped to about 9 million. Since 2000, when ridership was at 10 million, the number of fixed-route riders has climbed by 26 percent.

During the same period paratransit ridership has grown by 12 percent.

Metro officials credited the increase to higher gas prices, commitment by Metro employees to provide good service and successful unlimited ride agreements with several campuses and employers.

Creating Renewable Energy

We have set Wisconsin on the right course to seize new economic opportunities and lead our nation’s response to one of the most critical challenges of our time…

Our addiction to foreign oil is compromising our national security, paralyzing our economy, and melting the polar ice caps.

The global threat of climate change is undeniable. Temperatures across the Northern Hemisphere have reached their warmest point in over two thousand years.

A barrel of oil has topped $100… and just look at the price of gasoline at the pump – nearly double what it was just five years ago.

The oil companies don’t care. They’re making the biggest profits in history.

Our country is sending over a billion dollars a week in oil payments to the Middle East. Just imagine if we were investing that kind of money right here in Wisconsin.

Energy Accomplishments

I’ve said it before and I’ll say it again – we should depend more on the Midwest and less on the Mideast, and today we are.

Since I became Governor, we’ve worked together to increase production of Wisconsin-made ethanol from zero gallons to half a billion gallons per year.

Last fall, I brought governors from across the Midwest together in Milwaukee to chart a new energy direction for our region and our world.

At the University of Wisconsin-Madison we are launching the Great Lakes BioEnergy Research Center bringing together researchers from five other universities across the country.

Our nation’s dependence on foreign oil must end, but drilling our way out of this crisis is not the answer. We must invent and innovate our way to a cleaner, safer energy future.

…and tonight, from generating wind power in Fond du Lac to harnessing the power of biomass in Rice Lake, Wisconsin is ready to lead the way.

Energy Independence Fund

Tonight we’ll launch an aggressive new strategy to reduce the pollution that causes global warming and grow Wisconsin’s economy – the Wisconsin Energy Independence Fund – a major new investment to make Wisconsin a world leader in renewable energy and homegrown power.

Over the next 10 years Wisconsin will invest $150 million to help our businesses, our farmers, our foresters, and our manufacturers produce and promote renewable energy.

Our strong manufacturing base and rich agricultural industries, along with the wealth of resources in our vast northern forests and world-leading research universities, position Wisconsin to become the Saudi Arabia of renewable energy.

From manufacturing wind turbines and solar panels to retro-fitting fuel pumps and exploring the latest clean technologies, we will seize green opportunities and create good jobs for our citizens.

Renewable Fuel Initiative

Tonight we’ll launch a new campaign to increase the availability of renewable fuel by 1 billion gallons.

First we’ll provide new tax credits for biodiesel fuel producers and add 400 new renewable fuel pumps to our roads.

Second let’s pass a renewable fuel standard sponsored by Senator Kreitlow and Representative Suder to require oil companies to provide renewable fuel for our consumers.

UW-Madison joins largest climate change teach-in in U.S. history

On Jan. 30 and 31, the University of Wisconsin-Madison will participate in Focus the Nation, an unprecedented teach-in on global warming solutions with the aim of preparing millions of students to become leaders in responding to the challenge.

The teach-in is centered on three pillars embraced by today's youth: education, civic engagement and leadership. To date, more than 1,400 institutions around the United States have committed to participate in this ambitious nationwide effort.

"We are in a time where critical decisions need to be made on global warming, which means today's leaders and the youth who will inherit the crisis need serious education on the issue," says James "Gus" Speth, Dean of Yale's School of Forestry and Environmental Studies. "Focus The Nation is our country's foremost model to create that level of education and interaction with law makers."

The teach-in will begin on the night of Jan. 30, when The 2 Percent Solution, a live, interactive Web cast produced by the National Wildlife Federation will be aired by the Earth Day Network and screened at three locations on the UW-Madison campus. Second Sun Prairie school to use geothermal system

The Sun Prairie School District is set once again to tap into the Earth's natural body temperature to warm and cool its newest elementary school.

Creekside Elementary, located on the city's south side, will be the second of three Sun Prairie schools the district plans to heat and cool using a geothermal system.

Geothermal technology has seen "an explosion of growth in the last seven years or so in Wisconsin," said Manus McDevitt, principal with Sustainable Engineering Group in Madison. "It's coming to a point now where electricity and gas prices are so high ... that really the argument for geothermal becomes stronger and stronger. For school districts it makes a lot of sense."

The systems can cut schools' energy use by 10 percent to 40 percent, McDevitt said.

The Madison, Verona and Monona Grove school districts also have or plan to incorporate geothermal technology into school construction. Evansville and Fond du Lac high schools have used the technology for several years.

Researchers increase cellulosic ethanol production rates

NEW YORK--(BUSINESS WIRE)--Xethanol Corporation (AMEX: XNL), a renewable energy company, has announced that its latest laboratory research results show significant increases in the rate of cellulosic ethanol production.

Researchers working at the Forest Products Laboratory of the US Department of Agriculture in Madison, Wisconsin are developing technology to reduce the net cost of renewable fuel made from wood and agricultural residue. Dr. Thomas Jeffries leads that effort.

Dr. Jeffries reports that research sponsored by Xethanol “has improved the rate of ethanol production from xylose wood sugar by 22% and has increased the ethanol yield by 11% as compared to the control strain of yeast.”

David Ames, President and CEO of Xethanol, commented, “This is more evidence our research and technology strategy is taking the company in the right direction – potentially reducing the cost of making ethanol from non-corn sources, and helping our country cut its dependence on foreign oil”.

U.S. Forest Service Chief Abigail Kimbell said, “We are proud of the work of Dr. Jeffries at our Forest Products Laboratory. Improving production of biofuels from woody materials is an important goal for the Forest Service and continues a long tradition of biomass utilization research. Improved efficiency in converting woody biomass to energy provides additional opportunities for stewardship of both public and private forested lands by making more efficient use of materials generated from forest management activities.”

Automaker gets okay to sell low-speed electric cars in Wisconsin

It looks something like a regular car, but the Zenn micro automobile is powered from a household electric outlet rather than a tank of gasoline.

On Friday, the Canadian car manufacturer was licensed by the Wisconsin Department of Transportation to sell vehicles here.

As early as next Tuesday, an ordinance could be introduced in Milwaukee that would allow the use of Zenns and other neighborhood electric vehicles on city streets.

Only about 35 Wisconsin municipalities have such ordinances. Even in Janesville, where Wisconsin's first Zenn dealership is located, the little cars can't be legally operated on city streets.

"Right now, we can't drive our cars off of the dealership lot," said Tim Thompson, owner of Green Autos, in Janesville.

The big carmakers have experimented with highway-speed electric cars for years but have yet to deliver a mass-market product.

Companies such as Zenn have gone down a different road with low-speed electric cars that can be driven where the speed limit is 35 mph.

The $12,700 Zenn can go about 35 miles on a single charge of its lead-acid batteries. Smaller than a BMW Mini Cooper, it has a top speed of just 25 mph and can carry two passengers and a load of groceries in 13 cubic feet of storage space.

BARABOO - Wind energy is one renewable resource that can help keep the lights on while being kind to the Earth, said members of a panel Saturday in Baraboo.

More than 60 people from Baraboo and around Sauk County overflowed a basement meeting room in the West Square Building during a community forum on wind power sponsored by Sustain Sauk County. The group exists to inspire thought locally on how to create communities that provide for human needs without depleting the environment, said Judy Spring, voluntary coordinator for the group.

Among the speakers was farmer Stan Hellenbrand of Springfield Township north of Madison. He said he is working with the Madison-based firm EcoEnergy to install six wind turbines on his property.

Curt Bjurlin of EcoEnergy said his company is looking for new places to place wind turbines in Wisconsin and surrounding states. The firm has about 1,400 megawatts of wind turbines under development.

The company has to find places that are windy enough to make installing the $3 million turbines worth the cost and which are close enough to the power grid to connect easily, he said. They also have to follow a variety of regulations such as setbacks of 1,000 feet or more from nearby residences.

Wind energy is not a "gold mine" as far as the amount of profit it produces, Bjurlin said. However, there are investors willing to fund wind farms because once they are installed the fuel is free and they provide a steady, reliable income.

What is your environmental "footprint" on Earth? You can find calculators online and worksheets in study guides, but there is a far more direct way to comprehend it: Just look at what is below you during your day.

Do you see your feet striding through the grasses of a meadow, or wending their way along a woodland trail, or pacing rows of crops in a farm field?

Do you see the floor of a building? Is the building yours alone, or do you share it with others? Does it rise upward with multiple stories to minimize the area of Earth that is denied natural life by its foundation? Or does it sprawl laterally to suffocate a square foot of soil for every square foot of interior space?

Do you see a sidewalk or a bike path? Are you alone or amid a bustling throng? Will 50 paces bring you to your next destination? Will 100 revolutions of the pedals fetch you home?

Do you see the footrest of a bus or train? Are the other seats mostly full or mostly empty? How many miles of track or lane do you travel on your daily and weekly errands?

Board considers environmentally friendly jail

The La Crosse County Board is looking into ways to make the new county jail expansion as environmentally friendly as possible.

On Monday, the board learned more about Wisconsin's Focus on Energy program, which could give La Crosse funding for the project if it uses energy efficiently.

Potter Lawson Architects lead the discussion, and told board members they could decide to use water more efficiently in the new jail, or to optimize its use of solar energy. These could eventually save the city 8 to 9 percent in operating costs.

The goal of the meeting was to learn about all of the different ways to use energy efficiently, and to start making goals for the jail project, which is still months away from construction.

Board members seemed optimistic about the possibilties.

MARCELL — Tink Birchem believes she has a solution to high heating prices as well as all the pollutants they produce.

She and other investors are putting millions of dollars into making what they believe is the heating fuel of the future: wood pellets.

European countries are far ahead of the United States in use of pellets fuel. If Birchem’s new company, Valley Forest Wood Products, can’t sell at home its 50,000 ton capacity, she’ll sell the pellets abroad, she said.

Eventually, though, she’s sure there will be a big market for them domestically. “The United States is going to catch on, but when?” Birchem said.

Opening of the plant in Marcell is a new chapter for Tink Birchem and her husband, Jerry Birchem, who also own Birchem Logging of Mountain Iron and are founding members of a logging cooperative, Forest Management Systems in Buhl. The investors include other loggers, family members and a Spanish company. Tink Birchem is the company’s CEO.

What is it about living within sight of large wind turbines that spooks certain people to the point of irrationality?

Consider the example of Trempealeau County in western Wisconsin. At the urging of a local citizens group, the County Board there adopted an ordinance last month that requires wind turbines higher than 150 feet tall to be set back no less than one mile from neighboring residences, schools, churches and businesses. This is by far the longest setback distance on wind turbines imposed to date by a local government in our state.

Now, the population density of Trempealeau County (38 residents per square mile) is less than half of the statewide average of 103 residents per sq. mile. Even so, as one developer pointed out at the hearing, there is not one acre of land that can legally host a commercial wind generator under this ordinance.

Why would a local board effectively ban wind turbines within its jurisdiction? Those backing the ordinance say that the one-mile setback is necessary to protect the health and safety of its citizens. Turbines, they contend, may produce sounds and electrical currents that can cause illnesses, even though no peer-reviewed study documenting such a phenomenon exists.

Oil price rise underscores declining resources

This week’s record high price for oil – over $100 per barrel -- continues to signal the worldwide declining supply of crude oil, according to two Wisconsin energy groups.

“The petroleum age will come to a close this century. With prices at this level and two-thirds of our oil now being imported, we’re reaching the point where large numbers of us cannot afford it,” according to Elizabeth Campbell, a spokesperson for the Madison Peak Oil Group, a group trying to raise awareness among citizens and policymakers on the “inevitable” decline in oil supplies.

According to Wikipedia.org, “peak oil” is the point in time at which the maximum global petroleum production rate is reached, after which the rate of production enters its terminal decline. If global consumption is not mitigated before the peak, the availability of conventional oil will drop and prices will rise, perhaps dramatically.

In a typical commodity shortage, higher prices entice suppliers and producers to boost output. In the case of peak oil, “The amount of oil remaining in the ground cannot fulfill our increasing demand in the U.S. and throughout the rest of the world,” said Michael Vickerman, executive director of RENEW Wisconsin, a statewide nonprofit organization that advocates for public policies and private initiatives to support renewable energy.

Commonly, oil price analysts blame higher prices on political or social turmoil in oil producing countries, investors’ market strategies, refinery shutdowns, or other “above ground” factors.

All of those causes are short-term influences, said Campbell, and prices will fluctuate up and down. However, oil is a finite resource and world supplies available for U. S. imports are headed downward. The long-term price trend will be “inexorably upward.”

“We have to face reality. Until demand for petroleum goes down, prices will continue to climb,” Vickerman stated.

“We must prepare for a future of declining petroleum supplies and higher costs for anything and everything that depends on oil – food, clothing, asphalt, transportation, plastics, and nearly everything else in our lives,” Campbell added.

The Madison Peak Oil Group supports a Dane County regional transportation authority, for example, “to reduce our excessive and ruinous dependence on petroleum.” The group also advocates stronger action from the federal government to reduce the U.S. dependence on petroleum.
